Ministry of Finance
• Training 70% of the bank’s staff on international best
practices
• Printing a series of 14 new Iraqi Dinar notes and coinsHowever, guests on the show representing private banks and the
private sector, as well as average Iraqis interviewed on the street,
voiced the following concerns about the policies of the Central
Bank:
• There is only one financial market within Iraq, the Iraq Stock
Exchange, which is dominated by a few key players.
• The procedures for participating in the Iraq Stock Exchange
are very cumbersome. For example, it takes 45 days for a
certificate to be issued to a new stockholder.
• Private banks require support from the Central Bank to
obtain training for their staff in areas such as information
technology, international best practices, and English.
• Checks issued by private banks are not accepted by state and
government entities.

"Since its launch on 27 July, considerable work has already gone into the Compact, which will provide the framework for a defined, prioritized and benchmarked economic programme for the next five years. The recent preparatory meeting held in Abu Dhabi on 10 September has given the Compact further direction and content.
Yet it remains a work in progress. Indeed, the need to complete the Compact in good time?ideally by the end of the year?must be balanced by the equally great need for it to be well-developed, substantive and sustainable. A broad consultative process both inside and outside Iraq, to ensure adequate buy-in of the Compact, is indispensable.
Finally, Iraq remains under a number of obligations imposed by the Council under Chapter VII. Since the country now has a sovereign, constitutionally-elected Government, I hope Council members will find a means to address this situation as early as possible."

Then they schedule a meeting on the 19th of Octocber with no news releases. They are not letting it be known if they did meet.
"The meeting discussed progress made thus far, and the upcoming steps to ensure success of the ICI. These steps will include, among others, expanding and reviewing the ICI draft to reflect comments by Iraqi officials and donors. Outcomes of the first round of Sector Working Groups and the second iteration of the ICI Document as updated will be presented to the Preparatory Group Members at the next PG meeting to be held on Oct 19 in Baghdad."

I would say the next stage would be the implementation stage of the international compact.
The reasons to believe this.
1. More than likely the have or are real close to solving all the outstanding debt issues.
2. They apparently have the ACH and RTGS functional and are just sitting.
3. The 100 billion Id full capitalization to the Central bank of Iraq will not be a problem on implemention of the International compact. This was supposed to take place by Dec 31, 2006 according to the Stand by arrangement.
4. The International Advisory and Monitoring Board has a meeting scheduled Oct 31 , 2006. When they meet the Iraqi Govt can Request control of the oil proceeds from the IAMB and Resend Resolution 1637 and sign article VIII and trade thier curency internationally.
5. The real big problem is Inflation is currently at 70% and increasing in Iraq.
This will have a definte impact on thier reserves and could cause their economy to collapse if the inflation rate continues a steady pace upward.
All this info sounds like it may happen soon, but we have to remember that we are on Iraqs timeline not ours.
However , there will be a day when we can go to the bank and say show me the money.

November 26, 1983 US President Ronald Reagan issues National Security Directive
114 on the United States’ policy toward the Iran-Iraq war. The document—which
makes no mention of Iraq’s use of chemical weapons—calls for increased regional
military cooperation to protect oil facilities and for improving US military
capabilities in the region. The directive states, “Because of the real and
psychological impact of a curtailment in the flow of oil from the Persian Gulf
on the international economic system, we must assure our readiness to deal

March 24, 1984 The US State Department briefs Donald Rumsfeld who is preparing
to make another visit to Baghdad (see (March 26, 1984)). In a memo to Rumsfeld,
Secretary of State George Shultz laments that relations with Iraq have soured
because of the State Department’s March 5 condemnation (see March 5, 1984) of
Iraq’s use of chemical weapons and expresses considerable concern over the
future of the Aqaba pipeline project [to be built by Bechtel (see December 2,
1983)] which the US is pushing. Shultz writes:“Two event have worsened the
atmosphere in Baghdad since your last stop there in December: (1) Iraq has only
partly repulsed the initial thrust of a massive Iranian invasion, losing the
strategically significant Majnun Island oil fields and accepting heavy
casualties; (2) Bilateral relations were sharply set back by our March 5
condemnation of Iraq for CW [chemical weapons] use, despite our repeated
warnings that this issue would emerge [as a public issue] sooner or later. Given
its wartime preoccupations and its distress at our CW statement, the Iraqi
leadership probably will have little interest in discussing Lebanon, the
Arab-Israeli conflict, or other matters except as they may impinge on Iraq’s
increasingly desperate struggle for survival. If Saddam or Tariq Aziz receives
you against consider, and to reject, a pending application from Westinghouse to
participate in a $160 million portion of a $1 billion Hyundai thermal power
plant project in Iraq, this decision will only confirm Iraqi perceptions that
ExIm [Export-Import Bank] financing for the Aqaba pipeline is out of the
question. Eagleburger tried to put this perception to a rest, however,
emphasizing to Kittani the administration’s firm support for the line (see March
15, 1984). The door is not yet closed to ExIm or other USG [US government]
financial assistance to this project....” At the very end of the cable, it is
noted that “Iraq officials have professed to be at a loss to explain our actions
as measured against our stated objectives. As with our CW statement, their
temptation is to give up rational analysis and retreat to the line that US
policies are basically anti-Arab and hostage to the desires of Israel.”

April 5, 1984 US President Ronald Reagan issues presidential directive NSDD 139,
titled, “Measures to improve US posture and readiness to respond to developments
in the Iran-Iraq War.” The directive stresses the importance of ensuring US
access to military facilities in the Gulf region and preventing “an Iraqi
collapse.” Though the directive says that the US should maintain its policy of
“unambiguous” condemnation of chemical warfare—without mentioning Iraq—the

have characterized recent offensives.” The directive does not suggest ending or

October 1, 1984-October 13, 1993 The Reagan and Bush administrations’ commerce
departments allow US companies and the US Centers for Disease Control and
Prevention to export chemical and biological agents as well as other dual-use
items to Iraq, despite the country’s known record of using chemical weapons.
According to government regulations, the Commerce Department must send
applications for export licenses which involve items related to national
security to the appropriate US government agencies for review. Reviewing
agencies include the State Department, Department of Defense, Energy Department,
and Subgroup on Nuclear Export Coordination. But in many cases, the Commerce
Department either does not send national security-related applications to these
agencies for review, or if it does, it overrides a review agency’s
recommendation not to grant a license, allowing the item to be exported anyway.
[Jentleson, 1994, pp. 79; Timmerman, 1991, pp. 202, 410] According to two Senate
Committee Reports that will be completed in 1994, one on May 25 and another on
October 7, dual-use chemical and biological agents exported to Iraq from the US
significantly contributed to the country’s weapons arsenal. The initial May
report will say the agents “were not attenuated or weakened and were capable of
reproduction” and the October report will reveal that the “microorganisms
exported by the United States were identical to those the United Nations
inspectors found and removed from the Iraqi biological warfare program.” The
1994 investigation also determines that other exports such as plans and
equipment also contributed significantly to Iraq’s military capabilities. “UN
inspectors had identified many United States manufactured items that had been
exported from the United States to Iraq under licenses issued by the Department
of Commerce, and established] that these items were used to further Iraq’s
chemical and nuclear weapons development and its missile delivery system
development program,” Donald Riegle, the chairman of the committee, will
explain. He also says that between January 1985 and August 1990, the “executive
branch of our government approved 771 different export licenses for sale of

that Iraq had sufficient military weapons, ammunition and vehicles to
avoid losing the Iran-Iraq war. Pursuant to the secred NSDD, the United
States actively supported the Iraqi war effort by supplying the Iraqis
with billions of dollars of credits, by providing U.S. military
intelligence and advice to the Iraqis, and by closely monitoring third
country arms sales to Iraq to make sure that Iraq had the military
weaponry required. The United States also provided strategic operational
advice to the Iraqis to better use their assets in combat. For example,
in 1986, President Reagan sent a secret message to Saddam Hussein telling

This October 21, 1989 cable carries the text of a secret message from Secretary
of State James Baker to Iraqi Foreign Minister Tariq Aziz. Baker informs Aziz,
whose government 13 months previously had gassed Kurdish villages, that "the
United States seeks a broadened and deepened relationship with Iraq." President
Bush's policy, writes Baker, "is to work to strengthen the relationship between
the United States and Iraq whenever possible."

and medicine with money raised from the sale of its oil. Iraq doesn't accept the
resolution until May 1996.

All these presidents have one thing in common they knew that Iraq had chemical
weapons we supplied them.
The funny thing about all this the Iraqi dinar is it remained level in value up
until the sanctions took place for invading kuwait.
One Iraqi dinar remained equal to US$2.80 until December 1971, when major
realignments of world currencies began. Upon the devaluation of the United
States dollar in 1973, the Iraqi dinar appreciated to US$3.39. It remained at
this level until the outbreak of the Iran-Iraq War in 1980. In 1982 Iraq
devalued the dinar by 5 percent, to a value equal to US$3.22, and sustained this
official exchange rate without additional devaluation despite mounting debt. In
early 1988, the official dinar-dollar exchange rate was still ID1 to US$3.22;
however, with estimates of the nation's inflation rate ranging from 25 percent
to 50 percent per year in 1985 and 1986, the dinar's real transaction value, or
black market exchange rate, was far lower-- only about half the 1986 official
rate.
The Iraqi dinar was worth $US3.20 before the United Nations embargo that
followed Iraq's 1990 invasion of Kuwait. By August 2002 it was trading at just
below 2000 to the US dollar, and by mid-April 2003 it had slipped to anywhere
between 3500 and 4000 against the dollar. In July 2003 one US dollar equaled
about 1,500 Iraqi dinars. Nearly all the bank notes issued after the 1991 Gulf
War were without watermark or metal line due to technical difficulties, which is
why so many forgeries took place.

They did not have adequte reserves in the CBI to be able to cover a $3.22
exchange rate prior to invading Kuwait. They had been in a war with Iran and
this where the debt came and it drained all thier reserves. We helped Iraq with
this war in suppyling arms knowingly and all past and present presidents have
participated.
We now have the International Compact which is the same as the marshall Plan
with 20 countries particpating in the economic recovery of Iraq. The g-8 is in
this group of countries and is responsible for 65% of the worlds trade.
This alone will probabably fast track the WTO process. The members of the
International compact have every intention of increasing trade with Iraq and any
value below 1=1 is not a option.
