N.Z. Unemployment Rate Jumps To 6.8%
New Zealand's unemployment rate rose more than expected in the three months to June period, official data from Statistics New Zealand showed on Thursday. The increase reverses much of the drop in the March quarter and indicates "a period of volatility" in the labor market, according to Statistics NZ.
The unemployment rate rose to 6.8% from 6% in the March quarter, but remained lower than the 7.1% rate in the December quarter of last year. Analysts had expected the unemployment rate edge up to 6.2%.
"While the rate rose since the last quarter, it has decreased since last December," New Zealand employment minister Paula Bennett said. "But the fact is, we still have too many people out of work and that's where our focus remains."
Unemployment rose by 19,000 during the June quarter to 159,000, mainly due to an increase in unemployed males. At the same time, employment decreased by 6,000 to 2.17 million.
"There have been recent fluctuations in both employment and unemployment, which can occur during periods of major change in the labor market," Statistics NZ's Peter Gardiner said. "These movements indicate that the labor market is still adjusting to the changing economic climate."
The rate of unemployment for under 25s rose to 18.2% in the June quarter from 17.2% in previous three months. Despite this, the government said its Job Opportunities and Community Max employment schemes were having a positive impact on youth employment. In its annual budget, the New Zealand government announced an extra NZ$12.6 million to go into employment assistance.
The trend unemployment rate was unchanged over the quarter at 6.7%, while trend employment increased by 6,000. "We always knew it would be a bumpy road to recovery post-recession and it is, but an overall picture is emerging of a very slow, steady recovery," said Bennett.
The Maori unemployment rate was at 16.4% and the rate among Pacific people was at 14.1%, both increasing from 12.6% and 12.8% respectively at this time last year. The total labor force participation rate was unchanged at 68%.
New Zealand emerged from a five-quarter long recession in the second quarter of 2009 but growth has been relatively subdued, due in part to the strong New Zealand dollar. The economy is largely dependent on agriculture, but manufacturing and tourism are also important.

China Orders New Stress Test On Banks
China has announced a new round of stricter stress tests on its lenders to assess whether the country's financial system could withstand a collapse in the property market, reports said on Thursday citing banking regulatory sources.
The China Banking Regulatory Commission will hold stress tests on state banks' loans to the property sector, to test the impact of a fall in house prices of up to 60% in big cities. The regulator is also reportedly considering issuing a halt to mortgage lending to third-home buyers in some cities.
Chinese authorities already held a stress test on banks earlier in the year, which showed they could undertake a house price fall of 30%. But the latest tests are considerably stricter, underlining authorities' concerns over the possibility of a collapse in the real estate sector.
Property prices in China have soared through the roof in the past year on the back of loose lending conditions. The government has since tried to put the brakes on the real estate market with a range of restrictions on property speculation, while a tax on property transactions is also thought to be under consideration.
