First of all, you created text ads, and they have a group of sites that they are listed on. The income comes from new membership. Think of it as affiliate commision.
As for you last statement, yes you can sign up for free and advertise for free. However, if you want MAKE money doing it then you'll pay $3.70. If you just want to stay a free member, you can advertise until your credits run out, then you either buy credits, or you surf for free credits, and the site makes money on that ptc part to pay member commisions.
So as you can see, even if you join up and stay a free member, you still bring money in for the site.
