Also consider the DFI is still not in the GoI's control, so all petroleum profits are still routed to the DFI. If the oil companies are allowed to go into the country before the HCL is passed the DFI account gets larger and larger...it will be interesting to see how that part plays out. I am anxious to see how the Article IV discussions turn out.
