Your time line for PIPs is way off as far as paying for 14 months, I've been with the program since inception which was in the old 2% program on May 6, 2003, they paid but there where some Hic-Ups along the way. PIPs did not come into being until Feb 16, 2004. So no matter how you count the months from Feb. to Nov sure isn't 14 months. I also got paid for Jan. withdraws with Speedy-Wallet which is the only payment platform that I ever used and it was working smooth and quick until Picpay stopped sending our withdraw request.
