    CBI dollar sales go down to $125 million

    The Central Bank of Iraq (CBI) dollar sales went down on Wednesday to $125.989 million at an exchange rate of 1170 Iraqi dinars per dollar, compared to the previous session’s $169.420 million.

    “The demand hit $320,000 in cash, covered at an exchange rate of 1,183 Iraqi dinars per dollar, and $125.669 million in foreign transfers outside the country, covered at an exchange rate of 1,179 Iraqi dinars per dollar,” according to a CBI news bulletin received by Aswat al-Iraq news agency.

    Halliburton signs deal with Shell to develop Majnoon oilfield

    Halliburton signed on Tuesday a deal with Shell Company for one year to develop the Majnoon oilfield, according to a media source from Shell.

    “Halliburton signed on Monday (Nov. 22) a deal with Shell and its partners to provide services to develop the Majnoon oilfield,” Hanadi al-Salman told Aswat al-Iraq news agency.

    “According to the new deal, Halliburton will set up operations centers to dig 15 new wells,” he added.

    A consortium including Royal Dutch Shell PLC and Malaysia’s Petronas had won a contract to redevelop Iraq’s Majnoon oil field.

    Majnoon is one of the largest oil fields in the world and although the companies’ fee for raising output is slim, it represents an important foothold in a country that potentially has massive untapped oil resources, said ING analyst Jason Kenney.

    The Majnoon field, located in southern Iraq, holds some 12.8 billion barrels of oil reserves. The Iraqi state will hold a 25% interest in the licence, Shell will hold a 45% share and Petronas 30%, Shell said in a statement. A consortium of France’s Total SA and China National Petroleum Corp. had also submitted an offer of $1.75 a barrel.

    U.S. commander confirms Washington's commitment to full withdrawal of Iraqi forces and confidence

    The commander of U.S. forces in Baghdad and Anbar province, on Wednesday, that his government remains committed to withdraw the total from Iraq at the end of next year, in addition to its commitment to supporting Iraqi forces and building a partnership with Iraq in all fields.

    Iraqi trade: a new plan to improve the quality of the ration card items

    Iraq’s 2011 budget to reach $85 billion

    Next year’s budget will amount to $85 billion and allocations for development and post-war reconstruction are bound to increase substantially, said a senior Finance Ministry official.

    Dhiyaa Khayoun, the ministry’s financial consultant, said the budget pays greater attention to conditions each of the country’s 18 provinces.

    “The provinces are urged to implement their projects and spend the allocations earmarked for them,” he said.

    Khayoun declined to give details on how next year’s allocations will be made.

    However, he complained that some provinces, in the past few years, have failed to spend money the finance ministry set aside for the improvement of their public services.

    He said massive amounts of money remain frozen in banks, waiting for someone to spend.

    He gave no figures, but restive provinces such as Mosul, Kirkuk, Diyala, Anbar, Tikrit and several others find it hard to lure entrepreneurs and companies to carry out contracts.

    But Khayoun said the government would take measures to ensure that “allocations are used and utilized for building Iraq.”

    “The Finance Ministry and the parliament will pursue the implementation of all the chapters in the budget. I can stress that supervision this time will be stringent and effective,” he said.

    Al Maliki criticizes former Parliament

    At the end of the quartet meeting, appointed Prime Minister Nuri Al Maliki criticized the former Parliament which he accused of monopolizing the executive authority.

    Iraqi political parties are moving forward in building up the State; yet, a lot still needs to be done, Al Maliki said.

    Iraqi PM stressed the importance of cooperation between the legislative and executive authorities.
