Privatisation Opportunities to Continue in Iraq

One striking characteristic of business in Iraq is the extent of state-ownership of enterprise and assets. Mudher Kasim, a senior advisor to Iraq’s Central Bank, claimed that “the problem in Iraq is that 90 percent of the wealth of the nation is in the hands of the government. So centralism always dominates the mindset everywhere”.

Last week an economist argued that the “best solution for the return of Iraq’s industrial activity” is to privatise all companies affiliated with the Ministry of Industry, and adjust the prices of their products to compete with imported products from industrial countries.

It is surely a coincidence that within days the Deputy Minister for Industry announced a plan to divest the Ministry of the 250 production facilities it currently owns, starting with “joint strategic partnerships on a 15-year production-sharing basis” for several businesses in the cement, petrochemical, steel and pharmaceutical sectors.

Iraq invites international companies to reduce gas-fired oil wells

The economic adviser in the Iraqi government ended its mandate today, Thursday, that the Iraqi government seeks to reduce the rate of gas burnt during the process of extracting crude oil through the introduction of specialized international companies.

The chancellor said Salam al-Quraishi, told the Kurdish news agency (Rn), "The government will invite international companies specialized in order to reduce gas-fired during the process of extracting oil from the wells of the country," noting that "Iraq is losing a lot of money because of the rising proportion of gas-fired."

He explained that "there is a tendency in the Iraqi government the need to extract the oil and gas the lowest possible cost to make the most of the oil prices in the building and supporting infrastructure."

Qureshi stressed that "the report of the financial control revealed the loss of access for the Southern Oil Company to about 23 billion Iraqi dinars as a result of the high proportion of gas-fired during the extraction process," noting that "it could be repeated in other oil companies."

The economic adviser to the Iraqi government, "there are problems with significant economic impact of this loss that must be addressed and the development of modern scientific means to prevent it from escalating and continuing."

The report of the Court of Audit has revealed Reserve SOC losses of more than 23 billion Iraqi dinars, pointing out that there was a rise in proportion to the total gas-fired gas producer, which resulted in carrying the company's estimated loss of more than 23 billion dinars.

Iraq produces 2.4 million barrels of oil per day, but these rates are still lower than those of the late eighties before the invasion of Kuwait, while oil accounts for 94 per cent of the country's revenues.

Quraishi said that "it is scientifically appropriate and logical that Iraq remains entirely dependent on the export of oil from the activation of other means such as industry and agriculture to support its economy."

The government approved the outgoing Iraqi yesterday Tuesday, to forward the draft pipeline and construction of floating platforms to export crude oil to the company, "Leighton Offshore" Singapore's $733 million.

Iraq had signed contracts with foreign companies for the development of ten oil fields, which is expected to up production to about 12 million barrels per day within six years.

Iraq has the third oil reserves in the world is estimated at 115 billion barrels after Saudi Arabia and Iran.
