Baghdad gripped by fears of fresh violence

Iraqi security forces might have succeeded in slashing the number of massive bomb attacks but have drastically failed to contain violent crime.

Criminal gangs roam almost freely in several Baghdad neighborhoods. In some areas the police seem powerless to contain them.

Both Iraqi and U.S. troops are not so much concerned about criminals. Their major aim is to fight groups such as al-Qaeda and other factions resisting the government.

Crime is rampant in many major cities. The number of victims is mounting. The media normally shun criminal incidents which they have come see as normal in a violent country like Iraq.

Most violent are certain neighborhoods of Baghdad, the northern city of Mosul, Baaquba and Ramadi. Conditions in many cities in southern Iraq are far from quiet.

Guns with silencer are the weapon of choice. In Baghdad rarely a day passes without several people being killed.

A shop owner aged 85 was the latest victim in the neighborhood of Shaab in Baghdad. This particular neighborhood is said to be under the control of trigger-happy gangs rather than the Iraqi security forces.

Other unruly neighborhoods in Baghdad include Benook, Tujar, Soomer and Ur where police officers, army officers, civilians and civil servants have become the main targets.

Iraq and Iran discuss borders, joint oil fields

Iraqi and Iranian experts are discussing ways to demarcate their borders and how to deal with oil fields straddling their international frontier.

One delegation is meeting in the Iranian border town of Qasr Shireen to officially demarcate the borders which stretch for more than 1,000 kilometers.

There are no signs along the largest portion of international borders. These were obliterated during the Iraq-Iran war which continued from 1980-1988.

“The borders were demarcated previously but we need to put up posts and signs to indicate the international frontier,” said Foreign Ministry Undersecretary Mohammed Hammood.

Hammood said the countries have a joint border committee whose experts were meeting in Qasr Shireen.

“The delegation is purely technical and has nothing to do with politics. It includes representatives from the ministries of foreign affairs, water resources, defense and interior,” he said.

Iraq has accused Iran recently of removing the remaining border posts and even sending troops to occupy an oil field in southern Iraq.

But Hammood said the countries were discussing ways to develop joint oil fields and how to share output or revenues.

He said an Iraqi delegation was currently in Tehran with the aim of reaching a final agreement.

The Fakka oil field in southern Iraq is a thorny issue. Iran occupied the field claiming it to be part of its territory.

Iraq says the field falls inside the Iraqi territory and cannot be considered a joint oil field.

Both Iraq and Iran hold massive oil reserves. Iran is the world’s second largest in oil riches after Saudi Arabia; Iraq is the third largest.
