    United Nations secretary-general Kofi Annan has warned that Iraq is in danger of descending into full-scale civil war.

    Mr Annan was speaking as international envoys including Foreign Secretary Margaret Beckett, gathered in New York for the opening of the UN General Assembly.

    He said: "Iraq and its leaders are now at an important crossroads. If they can address the needs and common interests of all Iraqis, the promise of peace and prosperity is still within reach.

    "But if current patterns of alienation and violence persist much longer, there is a grave danger that the Iraqi state will break down, possibly in the midst of a full-scale civil war.

    "Peace in Iraq will ultimately depend on domestic resolve and regional cooperation, but it will not come about without ever more urgent international engagement.

    "The international community may not be able to ensure Iraq's success, but it can guarantee failure if it does not come through in time with sufficient support."

    Iraq presented its strategy for building up its economy in the meeting at the UN Headquarters in New York.

    Among those present were supporters of the International Compact on Iraq, which was launched in July by the Iraqi government and the United Nations, with support from the United States and Britain.

    Iraq's President Jalal Talabani said that under the International Compact, Iraq would set goals for itself and bring its people a "promise of better days."

    "For the international community, the central benefit is that it will support the government of Iraq towards achieving its goal for the compact, thus promoting peace and stability across our troubled region and to combat terrorism with its nefarious effects to all," said President Talabani.

    "The compact will provide the mechanism by which the government of Iraq and the international community can come to a shared understanding about their respective roles in Iraq's development.

    "But otherwise, support for the compact will signify that Iraq and the international community stand united against the threats to us all, arising from international terrorism, sectarian violence and other forms of civil unrest."

    This is the article where Kofi Annan refers to wait until next week comment.

    UNITED NATIONS, Sept. 13 — Most leaders in the Middle East believe the United States-led invasion of Iraq and its consequences have been catastrophic for the region, Secretary General Kofi Annan said Wednesday.

    “Honestly, most of the leaders I spoke to felt that the invasion of Iraq and its aftermath has been a real disaster for them,” Mr. Annan said. “They believe it has destabilized the region.”

    Mr. Annan was commenting at a news conference about his just completed 11-day trip through the region to shore up support for the Security Council resolution that ended the war in Lebanon between Israel and Hezbollah.

    He said the officials he met were of two minds about whether the Americans should leave Iraq. “Many leaders felt the Americans should stay until the situation improves and that, having created the problem, they cannot walk away,” he said.

    “Then, you have another school of thought, particularly in Iran, that believes that the presence of the U.S. is a problem and that the U.S. should leave,” he said. He added that the Iranians had offered to help the Americans leave, but, asked to elaborate, said, “I didn’t get into details as to how they intend to help.”

    Taking issue with Mr. Annan’s comments, Tony Snow, the White House press secretary, said, “If you take a look at what’s gone on in the region, you have attempts to establish democracies in Lebanon, you have an attempt to establish a democracy in the Palestinian areas, you have democracies now up and gaining their footing in Afghanistan and Iraq. And those are developments that are positive.”

    Mr. Snow added, “Now, I’m not going to engage in further disputation with the secretary general of the United Nations, but we disagree with the characterization.”

    Citing United Nations efforts to help in Iraq, Mr. Annan said that 33 nations had signed up to attend a Sept. 18 meeting of the Iraq compact, a joint venture between the United Nations and the Iraqi government that seeks to build a coalition of countries to help develop economic, political and security reforms.

    Asked if this initiative was a “fig leaf” effort by the United Nations, Mr. Annan said, “Wait till next week. The pessimists may be surprised.”

    Mr. Annan acknowledged that he had had differences with the Bush administration over Iraq “from the beginning,” but he said relations with the White House were now “very good.”

    “I work very well with the secretary of state and with the president himself, and on key and important issues we are able to discuss, sometimes agree, often agree, and there are times that perforce we disagree, and I think everyone has to respect that,” he said.

    He said his situation was less secure on Capitol Hill, where some members of Congress have criticized him for mismanagement and tolerating corruption and at least one senator, Norm Coleman, a Minnesota Republican, has persistently called on him to resign.

    “I have some friends on the Hill and some not so friendly,” Mr. Annan said. “And we have to accept that also.”

    Mr. Annan will be retiring on Dec. 31 at the end of his second five-year term, and he said that Iraq, which was invaded without United Nations backing in March, 2003, had presented him with the greatest crisis of his time in office.

    “I think Iraq is what has impressed me and marked me the most,” he said. “I think it’s marked the organization and everybody else as well.”

    Sounds like the part in bold above is saying they have to do something now or all hell will break loose. They're getting so many hints and being pointed in the right direction. Bout time they acted on it.

    Sure the killing is up, the terrorists know their days are numbered. Plus every time the Iraq gov. announces violence is down or measures have been taken to control it, the terrorist step up the killings to prove them wrong. They know this will break the weak willed Americans and they will want to quit and pull out before the job gets done and the terrorist win. (not saying all of us Americans are weak willed, nor you )

    But even if we leave them along they won’t stop with Iraq, they want to kill you and your family and bring your country to it’s knees.

    War it a terrible thing but this terrorist thing is like a cancer, you can catch it early and cut it out or you can wait until its too late and has spread everywhere. Because just like cancer, it won’t go away if you just leave it alone, you have to kill it.

    Iraqi government to ban Kurdistan Workers' Party presence

    The Iraqi government has decided to end the presence of the Kurdistan Workers' Party [PKK] in Iraq, to close all of its offices and prevent it from carrying out any activities. This came in a statement issued by Prime Minister Nuri al-Maliki's office today, in which it said that this decision came as many countries consider the PKK a terrorist organization. The statement pointed out that the Iraqi constitution does not allow the existence of terrorist organizations on Iraqi territory.

    Iraqi Kurdistan president says federalism, constitution not debatable

    Iraqi Kurdistan Region President Mas'ud Barzani met the head and members of the Kurdistan Alliance [KA] bloc in the Iraqi parliament on 17 September, discussing corruption and the political situation in Iraq, Kurdistan Satellite TV reported in its 1030 gmt news bulletin on 18 September.

    At the meeting, which was attended by Kurdistan Region Vice-President Kosrat Rasul and parliament Speaker Adnan Mufti, Mas'ud Barzani addressed the meeting, highlighting Iraqi political status quo and the KA stance in the Iraqi parliament. He praised the KA role in the Iraqi parliament saying: "Without us, nothing will be done in the new Iraq; we are proud of this position." He also praised the role of the Iraqi President Jalal Talabani. He considered the unity of Kurds as an assurance for achieving Kurdish rights in the federal Iraq.

    Barzani highlighted the issue of corruption in the Kurdistan Region by saying that corruption existed in the region. He added that they were seeking assistance from foreign experts in order to eradicate corruption in the region. He added that he was optimistic about the performance of the government and parliament.

    Regarding the attempts by some people to amend the Iraqi constitution, Barzani said that the constitution could not be amended at the expenses of the Kurds. He added that they were determined on federalism and the issue was not debatable. Barzani asked the KA members to support the committee for the implementation of Article 140 of Iraqi constitution.

    Barzani concluded his speech by asking the KA members to intensify their efforts for building a federal Iraq which would prevent chauvinists from ruling Iraq.
