Increasing oil exports came late – minister

The decision of the Iraqi Oil Ministry to increase oil exports to four million barrels per day (bpd) is correct but came late, said the Iraqi finance minister.

“By exporting four million bpd of oil, we would be able to have an annual budget of 200 billion U.S. dollars which would allow the development of services projects,” Bayan Jabr al-Zobaidi told Aswat al-Iraq news agency.

“Within the current budget of 60 billion U.S. dollars, we cannot develop infrastructures, as around 43 billion U.S. dollars go to the operational costs of salaries and social networks,” he said.

“We agree with this step taken by the Oil Ministry, but we say that it came late, as it was supposed to happen four years ago,” he added.

Al-Zobaidi pointed out that if Iraq were to export four million bpd of oil, it will become a “difficult number in the region, and will be influential in the political arena.”

Parliament hosts 2 experts to discuss oil licenses

The Iraqi Parliament held its 25th regular session under Speaker Iyad al-Samarraie, during which it hosted two experts to provide their testimony on the first round of oil licenses.

“Two oil experts, Fayyad Hassan Neaama, from the Oil South Company, and Idress al-Yasseri presented their testimony in their capacity as experts in licenses,” according to a parliament’s statement received by Aswat al-Iraq news agency.

“They expressed their rejection of the first round of the oil licenses and voiced their concern for the possible losses as these contracts deprive Iraq from controlling the production and sale decisions,” the statement added.

The Iraqi Ministry of Oil will put off its draw of lots to select the winners of the first batch of oil licenses until Tuesday, according to a media spokesperson for the Ministry.

Spokesperson Isam Jihad cited bad weather conditions in the capital Baghdad and the subsequent closure of Baghdad International Airport as the main reasons behind the delay.

Earlier, Jihad said that his Ministry would unveil the winners of the first batch of oil licenses at 08:00 a.m. tomorrow (June 29) at al-Rasheed Hotel.

The contracts will be referred to the cabinet within six months after the winners are announced, Jihad had explained.

A few days ago, Minister of Oil Hussein al-Shahrestani said that his Ministry would refer oil exploration licenses to the cabinet for consideration and decision.
