    Conference in Erbil stresses all Iraqis have share in Iraq’s natural resources

    Under the supervision of the UN the two-day distributing Iraq’s resources and federalism conference on Tuesday April the 7th started its works in Erbil, PUKmedia correspondent reported.

    Many officials from the Iraqi federal government, the KRG, and the UN presented speeches in the conference. In their speeches, all the officials stressed that the Iraqi federalism system should be according to the current realties of Iraq.

    They also stressed that Iraq’s resources should be distributed according to the Iraqi constitution and that all Iraqis have the share in Iraq’s natural resources.

    They further stressed that all the oil contracts should not be offended, having based on legal basis.

    Kurdistan Alliance to share authorities

    Kurdistan Alliance Bloc member Abdul Bari Zebari affirmed that the Alliance is ready to share authorities with all components in Kirkuk Province. It wondered about the List’s policy of marginalization against Kurdish components in Nineveh Province despite that the brotherhood list obtained 35% of total votes.

    Kurdistan leaders meets UN Chief in Iraq

    Kurdistan Leader Massoud Barazani received yesterday in his summer headquarters in Salah Din, UN Chief Envoy to Iraq Steffan De Mistura and representatives of the United States, Britain and the European Union.
    The meeting discussed the latest political developments on the Iraqi scene.

    De Mistura displayed UN proposals to solve the issue of disputed areas. These proposals will be submitted in a report to be handed to Kurdistan leader.

    For his part, Barazani promised to study the report and present remarks thereto.

    Kurdistan Parliament approves Kurdistan region law for provincial election

    Speaker of Kurdistan region parliament Adnan Mufti on April 20, 2009 headed a session of the parliament, during which Kurdistan region law for provincial elections has been ratified, in which 30% quota for women on lists for Kurdistan region provincial elections, and decentralization system of ruling has been ratified by the Parliament.

    Following the session Adnan Mufti appreciated the legal committee within the Kurdistan region parliament, and hoped that the law would improve public services and democracy in the Kurdistan region.

    Mufti also indicated that the Kurdistan region parliament’s coming priorities would be discussing the draft law for KRG interior ministry and provincials elections in Kurdistan region.

    Germany: congress for discussing Iraqi federalism to be held on Mid-September

    It is expected that on the coming Mid-September a congress for discussing the Iraqi federalism to be held in attendance of a number of Iraqi leaders and political sides, al-Sabah Iraqi daily quoted Kurdish lawmaker from the Kurdistan Alliance bloc Azad Omar as saying.

    “Currently a German delegation, including experts in political analysis, is visiting Iraq and they have been sent by the German foreign ministry. This delegation is tasked with analyzing the Iraqi constitution, constitutional amendments, Iraqi federalism system,” the Kurdish lawmaker said.

    “The delegation currently is making necessary preparations for holding the congress in Hildburghausen German city. They have met with members in the Iraqi committee for amending the constitution, representatives of all Iraqi sides. More meetings in Baghdad and Erbil for shedding light on the disputed topics are expected to be held.” He added.

    Kurdistan gets 11% of the federal budget - minister

    The budget allocated to the Iraqi Kurdistan is not 17 percent of the country's federal budget, said the region's minister of finance and economy, explaining that it may reach less than 11 percent due to the increase in presidential and sovereignty funding, in addition to Iraq's external debts.

    "The delay that occurred in approving the federal budget negatively affects projects in the Kurdistan region," Baiz Talabani was quoted on the official Web site of Kurdistan's regional cabinet.

    The total budget of Iraq in 2009 that was passed by the Parliament on March 5, 2009, totals $58.5 billion.

    Iraqi Kurds say their region holds up to 45 billion barrels of oil

    The Kurdish enclave in northern Iraq sleeps on nearly 45 billion barrel of oil reserves, the region’s Natural Resources Minister Ashti Hourami claimed.

    It is the first time a senior Kurdish official makes such big claims about the region’s oil riches.

    Oil Ministry officials in Baghdad doubted the figure and thought it was highly inflated.

    They said Hourami’s numbers were politically motivated and “very far from the reality of the situation.”

    The Kurds have been bragging about their oil wealth and using it as a leverage to pressure Baghdad.

    However, they said there were still substantial reserves in the region, which they estimated at about 5 billion barrels.

    The Kurdish enclave now includes the three northern province of Sulaimaniya, Kirkuk and Arbil. Several foreign firms have signed deals to develop oil fields in the region.

    The Kurds claim they can now produce up to 200,000 barrels per day, but their exports have been blocked by the Oil Ministry which sees their oil activities as illegal.

    The Kurds want to expand their territory to include disputed areas such as the oil-rich city of Kirkuk.

    If that happens, Hourami said, the Kurds will in possession of nearly 65 billion barrels of the country’s proven reserves of 115 billion.

    There is no deadline for dealing with Kirkuk issue, Iraqi lawmaker says

    There is no time deadline for dealing with Kirkuk issue since it is a complicated and a sensitive issue, Abbas al-Bayati exclusively told PUKmedia correspondent on Sunday.

    “Kirkuk issue is not related to time and we should not to bind ourselves to a time schedule, rather we should bind ourselves to the results and mechanism of reaching these results,” al-Bayati said regarding extending the work of the fact-finding parliamentary committee in Kirkuk.

    Barzani: I will declare Kurdistan region's election day in the few coming days

    Kurdistan Region President Massud Barzani today April 27, 2009 announced that he would declare Kurdistan region elections day in the Kurdistan region parliament in the few coming days, PUKmedia correspondent reported.

    That came during presenting a speech in the opening ceremony of a conference in Erbil on ways of Kurdistan region’s participation in international sport activities.

    During the conference’s opening ceremony, which is held by the Kurdistan Regional Government (KRG) Ministry for Sport and Youth, many governmental and party officials presented speeches.

    Taha Barwary, the KRG Minister for Sport and Youth clarified the aim behind holding the conference, saying “We want to benefit from the constitutional rights to promote sport aspect in the Kurdistan region and our participation in world sport activities.”

    The overall financial management of the Kurdistan Regional Government to approve a set of draft

    Ratified the public financial management to the Government of the Kurdistan region of Iraq on a set of projects to be ****uted in three years.

    The conference concluded with recommendations including the implementation of 25 projects over three years by the implementation of 15 this year and 7 projects in 2010 and three projects in 2011.

    The Minister of Planning in the Government of the Territory Huani Osman said the conference was designed to regulate matters of financial management in all aspects such as mechanisms for preparing the budget, control and preparation of monthly reports and annual movement of cash and how to develop the annual budget and how to develop project management plans.

    For his part, the representative of the Kurdistan region in the strategy for the reconstruction of Iraq, Mahmoud Othman, said the conference discussed two documents: the first is the work plan of the Department of Finance and the second document is a program to support the budget in the region.
