Sandstorms .. The reason for the repeated postponement of the delivery of the security file

For the vast majority of Iraqis are sandstorms Ironically justification for delaying the receipt of Iraqi security forces governorates of occupation. Some link the real reason that "if a secure provinces, obviating the need for an agreement with Washington", while others return the matter to rampant corruption within the government security services

A few days ago, after preparations and preparations continued for months, preparing to hand over the celebration of platforms and recognizes the security of the occupying forces to Iraqi forces in Anbar province, announced without warning, to postpone the event "until further notice." Was to hold "bad weather" was responsible for postponement of what he saw some "play" unconvincing, after repeating the same scenario after one day in the province of Diwaniyah.

According to observers, the announcement of the receipt of the security file "is only a process of information", where the remaining powers, however, the occupation forces carried out a surprise for example, in Karbala led to the death of a relative of Prime Minister Nouri al-Maliki, the Iraqi authorities without informing even, and after a period Long extradition to maintain security in Baghdad's government.

Perhaps not alert al-Maliki, who protested against the operation in Karbala, that the British forces handed over security file in the governorate of Basra by more than half of the year, but remained in charge of field with American forces in the crackdown that took place in the city under the name "Knights arrival."

During the operation, indicating that the extradition of the security file was restricted to give Iraqi forces some presidential palaces belonging to Saddam Hussein, which hold "Mahdi Army" al-Maliki in one during the first days of "chapters" Before the occupation forces rescued.

Then, al-Maliki pointed out that "Basra, however, depend on gangs," without indicating that his government had "received the security file" of the occupation, saying that strengthens delivery formality and not linked in any field conditions on the ground.

And increased chaos in the ranks of the Iraqi army from questions about the truth of provincial security to hand over Iraqi units, as can be seen daily that the elements of this loyalty to the government army under the command of questionable, as happened in Basra campaign which is far more than 1000 soldiers and officers from the army because of "collaborating with the militias ".

Other significant incident occurred when the extradition file security in Tikrit, when it disappeared assets presidential palaces, so that some doors and windows and looted uprooted!

The "lack of discipline" that, to keep overseeing security and security management in the province, however, U.S. forces so far, without opening any investigation thefts.

The governor of Anbar, Mamoun Sciences, had earlier announced yesterday that it has no specific time limit for the delay, re-link the extradition of maintaining the "completion of the rectification of the clauses of the agreement between the two sides recognize the Iraqi and American", which was supposed to be closed.

This is the second postponement of the receipt of the security file in Anbar within a few days, as previously deferred delivery receipt in the twenty-eighth of last month, said at the time that the sandstorms are the obstacle.

In a comment to the Kurdistan Alliance on the issue, said MP Mahmud Othman said that the "climate and dust storms is not a reason to postpone the delivery of the security file for the provinces of Anbar and Diwaniyah." He added: "I think the American side afraid, in terms of delivery of the security file in Anbar after the big explosion, which happened in grapevines. Also, the security situation in Diwaniyah unstable, especially that the Americans claim that there are militias and Iranian interventions directly in some governorates of Iraq ".

He believed that Osman media promotion for file security may have a negative value for the time being, for the long-term security convention to be held between Washington and Baghdad, explaining that "if a secure provinces to the Iraqi side, then there is a tendency not to hold convention security, saying that Need them. In the political aspect, the upcoming municipal elections, where Iraq's future at the local elections, and America is on the verge of a presidential election. "

Iraqi compromise over oil is the best solution
Iraq will find that greater assistance from oil majors will drive progress. The factions within the Baghdad parliament will have to compromise.

Baghdad's decision to pursue a series of short-term services agreements with oil majors, rather than more complex production-sharing deals, might have been a tacit admission of weakness by the central government, but it was welcome all the same.

For almost two years, the US and the large international oil companies (IOCs) have been pressing Baghdad to pass the new hydrocarbons law that will pave the way for production-sharing agreements.

But the central government has proved unable to persuade the Kurdish north or the Shia south, where most of Iraq's oil lies, to agree to such a law. The regions, understandably, want to maintain as much control over the oil as they can. Any production-sharing agreement would also be hard to sell to the Iraqi public, many of whom remain deeply suspicious about the role oil played in the US' decision to invade the country in 2003.

The compromise that Prime Minister Nouri al-Maliki and Oil Minister Hussain al-Shahristani have chosen is the best way forward for now. IOCs have acknowledged as much by continuing to show interest in the country. Limited progress is better than none for oil majors too.

The fact that a business deal rather than a bomb blast dominated the news from Iraq, for one day at least, was a welcome step towards normality for the country. The deals themselves are also an important element in restoring Iraq's oil industry to its former strength.

The world would certainly like to see Iraq pump more oil, if only to help bring down the soaring cost of fuel. It will also be the engine of growth for the rest of the Iraqi economy.

However, in the longer term, Iraq will find that greater assistance and investment from oil majors will enable it to make greater progress more quickly.

Further compromise is needed and it will have to come from the different factions within the Baghdad parliament.

Iraqi compromise over oil is the best solution

The UN will make it fit together if it will fit at all. The US is (and not merely) pointing things towards the UN as the final authority. This pointing to the UN is because because of it many members (nations) who give their authority to the UN. This endeavor will truly exhaust the US and the Brits. But it is a sort of mutual agreed sacrifice for this world to be united against or for.....

Seaview ,you can add the other post that you found about the UN, for some reality and excitement.

SV, you can post this on my thread if you want.

    By Maceman :-

For me,it is not the long term,or it wouldn't make sense to me at my age at all !

But I only know this, that Irag is not a poor country, but a war torn country, and war will get old, because the globe is shrinking and the fabric can be seen, and Irag is a permanent and very useful part of it. And again not a poor country but a war torn country! This investment will have taken longer than some hoped, well most, but it could happen anytime very soon, and probably will.

Democracy will be forced fed thruout the world as mankinds most sucessful rule since it reaches out to embrace everyone, at least theoretically, in the governing process. The UN will carry the ball on the final play. It will be all of earths' humans deciding to do things their way.

Meanwhile the ID will come in line, not because it is a residual affect, it really is a business, where money is invested to make a profit after the war. So wars have to be worth fighting for.The rebuilding and all. Iraq is a perfect example. But everyone knows this,I'm preaching to the choir.

I'm trying to stay general and if I am getting a little to personal on this thread let me know, and I will just keep it business with a couple of witty remarks for fun.

    So what say you?
