    Iraq to Woo Beijing for Help on Oil

    BEIJING -- Iraq's leader Wednesday is set to begin a weeklong trip to China that underscores both his country's urgent need for help to fix its ailing oil-production system and China's rising stature in the global oil sector.
    Iraqi President Jalal Talabani, who is coming to Beijing with a delegation that includes his oil minister, is expected to lobby China to invest in Iraq's oil
    fields. Plagued by sabotage and theft amid the country's escalating violence, Iraq's oil fields have failed since the U.S.-led invasion in 2003 to return to production levels before the war. Mr. Talabani is expected to appeal for Beijing's help by asking it to revive a Sino-Iraqi oil-exploration deal, valued at $1.2 billion, established during former Iraqi leader Saddam Hussein's rule.
    China needs more oil from Iraq and elsewhere to help sustain rising car-ownership rates and searing economic growth that have made China the world's No. 2 oil consumer, after the U.S. Because China imports nearly half of the seven million barrels of oil it consumes a day, the country has been expanding its overseas oil operations, from central Asia to Sudan.
    Still, Chinese analysts say Beijing is likely to move cautiously. Chinese oil operations in Africa have suffered killings and kidnappings in recent months, and the rising overseas criticism of the Chinese government -- including calls by activists to boycott the Beijing Olympics in 2008 -- over China's relationship with Sudan, where China is a major oil producer, may make Beijing wary about operating in a place as hazardous and politically sensitive as Iraq.
    "Iraq's internal situation is still very tense, and all parties differ widely on how to allocate the country's natural resources," says Zhang Xiaodong, a researcher from the Institute of West Asian and African Studies at the Chinese Academy of Social Sciences. "Under this situation, how would any company dare enter Iraq?"
    Mr. Talabani voiced optimism about his visit in an interview with China's state-run Xinhua news agency on the eve of his visit. "I am looking forward to the visit and hope it will open a new phase of the bilateral relations between the two countries," Xinhua quoted Mr. Talabani as saying. Iraqi and Chinese officials also are expected to sign agreements on cooperation on education and health, and to discuss enhanced ties in other areas including training for officials.
    Mr. Talabani's trip comes as Iraqi officials continue to squabble over a long-delayed petroleum law that would provide foreign companies a legal framework for entering the country. By some estimates, Iraq has the world's third-largest proven oil reserves. Iraqi officials want to triple oil production by 2015.
    Increasing instability and violence are scaring off most Western oil companies, which don't want to send their employees into a war zone. Some analysts think China has a higher appetite for risk because its state-controlled oil companies must place national energy security before employee safety. But the string of high-profile kidnappings of Chinese oil workers in Africa has drawn front-page headlines in China and prompted pointed questions about Beijing's ability to protect its citizens and interests abroad.
    "The biggest concern we have is whether we could make sure our Chinese staff working there are safe," said Li Guofu, director of the Research Center on Middle East Issues at the China Institute of International Studies.
    The initial deal with Iraq was signed in 1997 by China National Petroleum Corp., parent of Hong Kong- and New York-listed PetroChina Co., to develop the al-Ahdab field. That field could produce 90,000 barrels of crude oil a day, according to the U.S. Department of Energy. Shortly after the war, Iraqi leaders called off all deals signed under Mr. Hussein's government.
    China National Petroleum has been criticized recently for its involvement in Sudan, where it is the biggest producer of oil. Activists say China isn't using its influence enough in efforts to end ethnic violence in the country's Darfur region. China has reacted by appointing a special envoy and pressuring the Sudanese government.

    All of these meetings are very encouraging!!! No longer is the debate within the country of Iraq to fix their economy, but movements are being made to gain outside investment as well!!! I know that they have been discussing this with countries all this time, but to actually go to these countries is another story all together!!!

    China invited to explore Iraqi oil

    China is welcome to explore oil resources in Iraq as a new law is set to open its oilfields to international companies, the Iraqi ambassador to China said yesterday.

    "We encourage Chinese enterprises to join the multinational competition for exploration of Iraqi oilfields," said Mohammad Sabir Ismail.

    The oil and gas law faces a parliamentary vote next month after Iraqi Prime Minister Nouri al-Maliki endorsed it in February and the Cabinet approved it the following month.

    If ratified, it will open the country's oil resources to foreign companies; and a frozen Sino-Iraqi oil contract could be reactivated, he said.

    The 1997 deal to explore the Al-Ahdab field, worth $1.2 billion, was signed by China National Petroleum Corp and Baghdad when Saddam Hussein was in power.

    Under the terms of the new law, all energy contracts signed by foreign producers during the Saddam era must be renegotiated.

    "The revival of the deal is in the process and the two sides have established working groups to help the contract go forward," he said.
    Ismail said Iraq's ambition is to exploit about 80 new oilfields in the coming years and produce 6.5 million barrels of oil per day by 2015.
    It produced 2.6 million barrels a day before the 2003 US-led invasion. Production is about 2 million barrels a day at present.

    The ambassador made the remarks on the eve of Iraqi President Jalal Talabani's week-long state visit to China starting tomorrow. Talabani is scheduled to meet President Hu Jintao, top legislator Wu Bangguo and Premier Wen Jiabao.

    The two sides are expected to sign five agreements on foreign affairs, the training of governmental officials and other spheres.

    China is ready to substantially forgive debt owed by Iraq and will provide additional reconstruction aid to the country, the ambassador said without specifying the amounts.

    He noted that a Sino-Iraqi joint committee, to be co-chaired by the Iraqi Oil Ministry and the Chinese Ministry of Commerce, will resume discussions on such sectors as trade, foreign affairs, science and technology. The joint committee held its first meeting in 2001.

    The upcoming visit by the Iraqi president will be the first by an Iraqi head since the two countries set up diplomatic ties in 1958. Accompanied by five Cabinet members, the president and his 40-strong delegation will visit Beijing, Xi'an and Nanjing.

    Touching on bilateral ties, the ambassador said the friendship between China and Iraq dates back 2,000 years.

    "There has never been any conflict between the two countries," he said.

    On trade, he said "made-in-China products are common in Iraqi households, especially toys", adding that the economies of the two countries are highly complementary.

    Ismail said he hopes two-way trade increases on the back of $1.1 billion last year.

    Chinese analysts described Talabani's visit as a "landmark".

    Yin Gang, a researcher with Chinese Academy of Social Sciences, said the visit shows that cooperation in various fields is returning to normal.

    He said Talabani, who is interested in the works of Mao Zedong, has been to China before and has great affection for the country.

    Iraq wants China in on oil development

    BAGHDAD, June 20 (UPI) -- Iraqi leaders beginning a week-long China visit are hinting at reigniting a Saddam-era oil deal, though such a move is clouded by Iraq's stalled oil law. President Jalal Talabani this week is leading a delegation that includes the oil minister and four other cabinet members, the first Iraqi head of state visit to China since diplomatic ties were set up in 1958, China Daily reports.
    "We encourage Chinese enterprises to join the multinational competition for exploration of Iraqi oilfields," said Mohammad Sabir Ismail, Iraq's ambassador to China.
    The visit will encompass a spectrum of economic meetings, but with Iraq oil sales making up 93 percent of the federal budget and in deep need of investment, the petroleum sector is likely to top the bill.
    Iraq produces only 2 million barrels per day now, down from 2.6 million bpd before the war. The country is home to 115 billion barrels of proven reserves, the third largest in the world.
    While Iraq's oil sector was crippled by sanctions, Saddam Hussein also mismanaged the sector, overworking it and depriving it of needed maintenance. He did sign numerous oil deals with various countries, including China.
    The Wall Street Journal reports Talabani will try to renew a $1.2 billion deal to explore an oil field in Iraq's southern Wasit province, first signed in 1997 with the China National Petroleum Corp.
    "I am looking forward to the visit and hope it will open a new phase of the bilateral relations between the two countries," Talabani told the Xinhua news agency.
    Oil Minister Hussain al-Shahristani said during an October 2006 visit to China that negotiations over the Al Ahdab oilfield were to begin. A law governing Iraq's oil, however, has been stuck for months in political wrangling over control of the oil fields. Any new contract depends on the oil law, which may not even be introduced to Iraq's parliament until the end of July.
    Without the law to dictate investment guidelines, violence in the country has also deterred oil companies. But China, working in Nigeria's militant-laden oil sector and genocidal Sudan, may be willing to take the risk to meet its growing demand for oil.
