Default Iraqi parliament will vote to change speaker on Monday

Baghdad, June 11, (VOI) – The Iraqi parliament will vote on replacing Speaker Dr. Mahmoud al-Mashhadani on Monday with the approval of the majority of parliamentary blocs.

Several members of parliament said the step comes after Mashhadani's bodyguards assaulted a deputy without any interference from Mashhadani, a Sunni Muslim.
The Sunni Iraqi Accordance Front (IAF), the party that nominated Mashhadani, is the bloc authorized to name a substitute for the current speaker," Mahmoud Othman, a member of the Kurdistan Coalition, the second largest bloc in the Iraqi parliament with 55 out of the total 275 seats, told the independent news agency Voices of Iraq (VOI).
The IAF asked to be given 24 hours to consider the matter, Othman added.
He pointed out that Monday's session is expected see the matter of Mashhadani's replacement settled via a vote.
The issue of replacing the Iraqi parliament's speaker comes after several of Mashhadani's bodyguards beat and verbally attacked Friad Mohammed Omar, a member of parliament from the Shiite Unified Iraqi Coalition (UIC), the largest bloc in parliament with 115 seats, while he was passing near Mashhadani at the parliament's entrance gate.
Mashhadani belongs to the IAF, which named him speaker of the first elected Iraqi parliament a year ago.
The IAF has 44 seats out of the parliament's 275 seats. It is the third largest bloc after the UIC and the Kurdistan Coalition.
Sheikh Jalal al-Din al-Saghir, a leading figure in the Shiite Supreme Iraqi Islamic Council (SIIC) and member of parliament from the UIC, said the IAF has the right to replace Mashhadani and to name a replacement.
"The UIC inside the parliament is determined to have Mashhadani changed. This was not the first time his bodyguards have assaulted deputies," said Saghir, noting "the bodyguards had beaten two members of parliament belonging to the UIC before."
The UIC's demands to have Mashhadani replaced "is not politically motivated," Saghir affirmed to VOI.
Iyad Jamal al-Din, a member of parliament from former Iraqi Prime Minister Iyad Allawi's secular bloc the Iraqi National List (INL), told VOI he has always asked to have Mashhadani changed or have him offer his resignation due to "his inefficiency."
The IAF has not made any comments so far on the issue.
VOI tried to contact the IAF spokesman MP Dr. Saleem Abdullah for comments but to no avail.

    Iraq Parliament Speaker Removed

    By QASSIM ABDUL-ZAHRA
    The Associated Press
    Monday, June 11, 2007; 6:59 AM

BAGHDAD -- Parliament voted Monday in a closed session to remove the speaker after a series of scandals involving the controversial lawmaker, legislators said. Mahmoud al-Mashhadani will be replaced by another Sunni Arab, they said.

Al-Mashhadani's behavior has repeatedly embarrassed the Sunni Arab partners in Prime Minister Nouri al-Maliki's coalition government. Many of the house's 275 legislators viewed his behavior as unbecoming and, on occasion, erratic.

Three lawmakers said the Iraqi Accordance Front, parliament's largest Sunni Arab bloc with 44 of the house's 275 seats, has pledged to offer a replacement for al-Mashhadani within a week. They spoke on condition of anonymity because of the sensitivity of the subject.

Al-Mashhadani, a former physician and an Islamist, is a member of the Accordance Front. He did not attend Monday's session, which was chaired by his deputy, Shiite Khaled al-Attiyah.

Al-Mashhadani, who will retain his seat in parliament, has been in trouble for sometime.

Last year, he barely survived a campaign by Shiite and Kurdish politicians to remove him after he said Iraqis who killed American troops should be celebrated as heroes. Last month, he slapped a fellow Sunni lawmaker in the face and called him "scum" at the end of a raucous session.

An incident yesterday appeared to have been taken by lawmakers as the last straw.

Al-Mashhadani got into a shouting match with lawmaker Firyad Mohammed Omar, a Shiite Turkoman, when he complained to the speaker about what he said was the heavy handedness of his personal security guards. Al-Mashhadani responded by heaping abuse at Omar, who complained to fellow legislators that he was also assaulted by al-Mashhadani's guards.

This article, whenever it may have been first published, is severely out of step with recent news and would seem to ignore IMF conditions - that GOI prevent entrenched (chronic) inflation by de-dollarizing their currency.

In my estimation, the content of this article is months and possibly years old - just the kind of info that would validate your thinking that what goes down overnight, can't go back up overnight - got to be a loooooooooooooog teeeeeeeerrrrrrrrrrrm iiiiinnnnnnnnnnnvvvvessssssssttttttmmmmeeennnnnntt tttttt.

    Iraqi banker shot dead
    11/06/2007 - 12:45:21

Gunmen in two speeding cars killed a Sunni Arab banker as he was leaving his house in northern Iraq this morning, police said.

Khairallah Fakhri Ahmed, 65, the director of Iraq’s Central Bank branch in Mosul, was killed on the spot when the assailants sprayed him with bullets, police Brig Abdul-Karim al-Jabouri said.

Ahmed’s driver and guard, who were waiting for him outside his house, were also killed in the attack which occurred at 8am local time, al-Jabouri added.

The violence-wracked city of Mosul, 225 miles northwest of Baghdad has been scene of Iraq’s deadliest attacks against Iraqi security forces and governmental officials.
