    Al-Mada newspaper has weighed in on the latest political polemic on the Iraqi scene. Earlier this week, the two main Kurdish Leaders, Jalal Talabani and Mas'ud Barazani, released a statement attacking a supposed front that Iyad 'Allawi and his allies in the Sunni Tawafuq bloc have formed during a recent conference in Cairo.
    Among the many accusations directed at the “front,” the Kurdish statement described the alliance as “manufactured by foreign intelligence” and “aiming to execute a coup” and “undermine the political process” in Iraq. One of the main contentions of the Kurdish leaders is that 'Allawi’s alliance includes parties and individuals who were allegedly supportive of the Saddam regime during its reign in Iraq.
    Al-Mada -- whose coverage is generally sympathetic to the government -- took an unapologetically pro-government line regarding the recent polemic. On its front page today, the paper headlined: “The ‘Salvation Front’ on the brink of collapse . . . before its announcement.” The “Salvation Front” is the name given to the recent 'Allawi coalition by some of its members; leaders of the parties involved told the media that the objective of the new coalition is to propose a “salvation government” that would assume governance in Iraq during the current juncture and restore some measure of stability and political reconciliation.
    Al-Mada, which relayed the Kurdish anti-'Allawi statement, added, quoting “reliable sources,” that the political front was formed in Cairo with the “coordination of Egyptian and Turkish intelligence services.” The newspaper also said that the “front” includes, next to 'Allawi’s party and the Sunni Tawafuq bloc, the two largest constituents, “mules, who were represented by Arshad Zibari, the (Kurdish) ex-minister in Saddam Husain’s regime.”
    ‘Mules’ is a Kurdish term that was employed to refer to Kurdish politicians and clans that supported the Saddam regime, and, from the perspective of the Kurdish opposition movement, ‘betrayed their own people.’ Kurdish factions that opposed Talabani and Barazani were often used by the Saddam regime to fight against the Kurdish Peshmerga that led a long, arduous war (lasting several decades) to assert Kurdish autonomy from the Baghdad regime. It should also be noted that Saddam, at different intervals, pitted Talabani and Barazani against each other, and both Kurdish leaders held pacts and semi-alliances with the dictator at one point or another. Most famously, Barazani struck an alliance with Saddam in 1996, inviting Iraqi government troops into his capital, Erbil, to garner support against Talabani, with whom he was interlocked in a bitter civil war. (At the time, Erbil was part of the Kurdistan autonomous zone, free of the control of Saddam’s government.)
    Al-Mada added that, according to its sources, Talabani met 'Allawi in London and “warned him . . . that the natural place to hold alliances and negotiations is Baghdad and not under the shadows of foreign intelligence.” Allegedly, Talabani also “reminded 'Allawi of the dangers of allying himself with the traitors of the Kurdish people.” However, the newspaper continued, the “front” (whose very existence is still in question, since no official proclamation of its founding has been made) may not even see the light of day, owing to internal conflicts between its parties, and within its main constituents.
    Al-Mada also supplied a political analysis of the new front, claiming that it reflects a regional fault line that pits “Saudi Arabia, Egypt, Jordan, the UAE and Turkey against another regional axis consisting of Syria and Iran.” Al-Quds al-'Arabi also ran a story on the same topic claiming that Egypt, Saudi Arabia and Turkey are sponsoring the 'Allawi front as a movement of opposition to Maliki and his cabinet. The front is intended by its sponsors as a “political salvation council” made up of parties that are disgruntled with “Maliki’s sectarian policies,” the paper said.
    Al-Quds al-'Arabi added that the regional governments supportive of 'Allawi will extend “financial, political and media support” for the new “Salvation Council.” The London-based paper explained that the Islamic Party is currently divided over the new alliance, since a wing of the party is supportive of Maliki, while another group “is enthusiastic to undermine the political process,” according to al-Quds al-Arabi.

    BISHKEK, Kyrgyzstan — Defense Secretary Robert Gates hinted Tuesday at American impatience with the pace of Iraqi political reconciliation, more than four months into the U.S. troop buildup.

    "We would certainly be happier if there were faster progress on the political front," Gates said. He noted that the Iraqis missed a May 31 deadline for passing an energy law — one of many political obstacles yet to be overcome.

    Gates did not directly criticize the Iraqis, but his comments underscored the Bush administration's concern that they establish a government of national unity — seen as the key to stability — before the U.S. public's dissatisfaction with the war effort reaches the point where a troop pullout cannot be avoided.

    The draft hydrocarbons law, which sets ground rules for Iraqi oil policy, must be endorsed by Iraq's cabinet and then go to the parliament for final approval, said Oil Ministry spokesman Assem Jihad.

    "We hope the ratification of this law will be achieved no more than one month from now," Jihad told The Associated Press in a telephone interview.

    "This law is considered a major national project and achievement

    Gates was asked whether it appeared to him that U.S. and Iraqi forces were making slower-than-expected progress in establishing security in Baghdad neighborhoods, as news reports have indicated in recent days.     That long stretch reflects the aggravation President Bush's first defense secretary, Donald Rumsfeld, felt toward a French government that he believed was eager to block U.S. initiatives. Bush replaced Rumsfeld with Gates last December.

    Gates held talks with France's new defense minister, Herve Morin, and at a joint news conference afterward they both underscored the importance of improving relations with Russia. Gates made a point of saying he and Secretary of State Condoleezza Rice both have doctoral degrees in Russian and Soviet studies.

    "And we are both puzzled by what the Russians are doing," he said.

    Morin said it was important to talk to the Russians about their objections to a U.S. plan to establish missile defense bases in Poland and the Czech Republic — a proposal the Russians consider an affront to their security.

    "We wish to have constructive dialogue with our Russian friends," especially on the future of Kosovo, Morin told reporters, adding, "We have to talk about especially the anti-missile shield that the Americans want to deploy."

    On Wednesday, Gates and Morin were traveling to Normandy to attend ceremonies commemorating the 63rd anniversary of the D-Day landings at Omaha Beach that cracked Nazi Germany's grip on western Europe.

    Petraeus, meanwhile, said it was too early to judge whether the U.S. counterinsurgency push, which required the addition of about 30,000 U.S. troops, is working. "We haven't even started the surge, the full surge, yet so I'll answer that in September," when he is to report to Washington on the operation, he said.

    "In about two weeks or so we'll have all of the forces for the surge, all the combat forces, on the ground, and you're going to see the launch of a number of different operations in a number of areas to go after al-Qaida and other extremist elements," Petraeus said in an interview aired Tuesday on CBS' "The Early Show."

    Since the troop buildup began in January, the U.S. casualty rate has increased substantially.

    Gates said the Iraqi security forces are suffering casualties at twice the rate of U.S. forces.

    "Their willingness to fight and die for their country is not in doubt," he said.

    Petraeus "has been pretty clear from the beginning that this was going to be a difficult process," Gates said, referring to the counterinsurgency campaign.

    Gates stopped in Bishkek to consult with Kyrgyz officials about the U.S. use of an air base outside the capital, where U.S. cargo and refueling planes are stationed for operations related to the war in Afghanistan.

    Baghdad, June 6, (VOI) – Demand for the dollar was down in the Iraqi Central Bank’s daily auction on Wednesday, reaching $42.235 million compared with $77.865 million on Tuesday.

    In its daily statement the bank said it had covered all bids, which included $15.855 million in cash and $25.380 million in foreign transfers, at an exchange rate of 1,260 dinars per dollar, the same as yesterday.
    None of the 15 banks that participated in Wednesday's auction offered to sell dollars.
    Ali al-Yasseri, a trader at the auction, told VOI "low foreign transfers, mainly from the government, brought demand for the dollar down," voicing belief that decreasing the dollar price one tick in the next two days would increase foreign transfers.
    The Iraqi Central Bank runs a daily auction from Sunday to Thursday.

    Iraqi unions fight to keep oil out of corporate hands

    The Bush administration calls the Iraq occupation an exercise in democracy building. Yet from the beginning, many of the Iraqis who want democracy most are treated as its enemies - Iraq's unions.

    Iraq has a long labor history. Union activists, banned and jailed under the British and its puppet monarchy, organized a labor movement that was the admiration of the Arab world when Iraq became independent after 1958. Saddam Hussein later drove its leaders underground, killing and jailing the ones he could catch.

    When Saddam fell, Iraqi unionists came out of prison, up from underground and back from exile, determined to rebuild their labor movement. Miraculously, in the midst of war and bombings, they did. The oil workers union in the south is now one of the largest organizations in Iraq, with thousands of members on the rigs, pipelines and refineries. The electrical workers union is the first national labor organization headed by a woman, Hashmeya Muhsin Hussein.

    Together with other unions in railroads, hotels, ports, schools and factories, they've gone on strike, held elections, won wage increases, and made democracy a living reality. Yet the Bush administration, and the Baghdad government it controls, has outlawed collective bargaining, impounded union funds and turned its back (or worse) on a wave of assassinations of Iraqi union leaders.

    political demand that unites Iraqis above all others: They want the country's oil (and its electrical power stations, ports and other key facilities) to remain in public hands.
    The fact that Iraqi unions are the strongest voice demanding this makes them anathema. Selling the oil off to large corporations is far more important to the Bush administration than a paper commitment to the democratic process.

    Iraq's oil was nationalized in the 1960s, like that of every other country in the Middle East. The Iraqi oil union became, and still is, the industry's most zealous guardian.

    Holding a no-bid, sweetheart contract with occupation authorities, Halliburton Corp. came into Iraq in the wake of the troops in 2003. The company tried to seize control of the wells and rigs, withholding reconstruction aid to force workers to submit. The oil union struck for three days that August, stopping exports and cutting off government revenue. Halliburton left.

    The oil and port unions then forced foreign corporations to give up similar sweetheart agreements in Iraq's deep-water shipping facilities. Muhsin's electrical union is still battling to stop subcontracting in the power stations - a prelude to corporate control.

    The occupation has always had an economic agenda. Then-occupation czar Paul Bremer published lists in Baghdad newspapers of the public enterprises he intended to auction off. Arab labor leader Hacene Djemam bitterly observed, "War makes privatization easy: First you destroy society; then you let the corporations rebuild it."

    The Bush administration won't leave Iraq in part because that economic agenda is still insecure. Under Washington's guidance, the Iraqi government wrote a new oil law in secret. The Iraq study commission, headed by oilman James Baker, called it the key to ending the occupation.

    That law is touted in the U.S. media as ensuring an equitable division of oil wealth. Iraqi unions say it will ensure that foreign corporations control future exploration and development, in one of the world's largest reserves.

    Hassan Juma'a Awad, president of the Iraqi Federation of Oil Unions, wrote a letter to the U.S. Congress on May 13. "Everyone knows the oil law doesn't serve the Iraqi people," he said. The union was banned from the secret negotiations. According to Juma'a, the result "serves Bush, his supporters and foreign companies at the expense of the Iraqi people." The union has threatened to strike if the law is implemented.

    Like all Iraqi unionists, Juma'a says the occupation should end without demanding Iraq's oil as a price. "The U.S.A. claimed that it came here as a liberator, not to control our resources," he reminded Congress.

    To win Iraqis' respect, therefore, congressional opponents of the war must disavow the oil law. Whatever government holds power in Baghdad at the occupation's end will need control of the oil wealth to rebuild their devastated country.
