    Iraq called on Iranian companies to bid for contracts to build refineries in various parts of the country. However, analysts regard it as unlikely that Iran could meet Iraq's refining needs, since it lacks the technology and suffers from gasoline shortages too.

    In Baghdad, An official source at the Oil Ministry said that representatives of the European Union expressed their desire, after meeting with the minister Shahrastani, to import natural gas from the new Ukash field in Mosul. The gas would be transported by the joint Arab gas pipeline through a number of Arab States and Europe via Turkey if an agreement is reached.

    A spokesman of the Oil Ministry attributed the increasing numbers of cars in long queues in front of fuel stations in Baghdad to security forces blocking fuel tanker arrival and sabotage to the oil derivatives line in the area of Latifiyah south of Baghdad.

However, Krischik stresses that technological Czech supplies are not under threat.     Sunni fighters take on Qaeda in Baghdad


    Nationalist fighters joined by tribal leaders enter in fierce street clashes with Al-Qaeda.

    Sunni tribal fighters have joined nationalist insurgents battling Al-Qaeda in vicious Baghdad street battles, their commander said on Friday, as residents reported two days of intense clashes.

    For the past two days, Sunni fighters, who would once have sympathised with Al-Qaeda's war against American and Iraqi government troops, have instead been locked in battle against them in the lawless Amiriyah neighbourhood.

    "We dispatched around 50 of our secret police from Anbar to Amiriyah, and started to hit Al-Qaeda there. We killed a lot of them," Sheikh Hamid al-Hais, the head of the Anbar Salvation Council, said in a telephone interview.

    "A similar operation will be launched in Al-Ghazaliyah against Al-Qaeda today. We have sufficient information on places they are in, and we will punish them," he said, adding that his tribal forces were fighting in plain clothes.

    The Salvation Council is the armed wing of an alliance of Sunni sheikhs from the western province of Anbar, where they have funnelled tribal gunmen into the Iraqi police in order to fight Al-Qaeda.

    Many of these Sunni militants are former insurgents once hostile to the US military and Baghdad's Shiite-led government but, angered by Al-Qaeda's attacks on civilians and tribal leaders, they have changed sides.

    US commanders see this as one of the most positive recent developments in Iraq, which is in the grip of vicious series of overlapping civil conflicts, and hope to recruit more former insurgent groups into the peace process.

    Amiriyah, however, was still far from peaceful as the political shifts played themselves out in the form of bloody street battles. Iraqi security officials said fighting had decreased since Thursday, but was continuing.

    "Yesterday morning heavy fighting started in the main streets of Amiriyah using lots of different kinds of weapons between the Islamic Army and 1920 Brigades on one hand and the Islamic State on the other," said resident Raed Mohammed.

    The Islamic Army and the Brigades of the 1920 Revolution are nationalist insurgent groups associated with former supporters of Saddam Hussein's ousted regime, while the Islamic State of Iraq is an Al-Qaeda-led Islamist alliance.

    "The Iraqi Army and the Americans are just watching and not intervening," Mohammed, a civil servant said.

    "We want the Iraqi government to save us and to kill those criminals. We can't leave our homes and get the injured and dead to the hospitals. I saw bodies in the streets."

    Amiriyah was once one of mainly Sunni west Baghdad's most upscale districts, with streets of generous detached homes lined by palm trees and bougainvillea blooms, but in the past year has been one of the city's fiercest battlefields.

    Businessman Abdel Aziz al-Issawi said the area was in a state of siege.

    "We can't even watch from our windows. The fighting was so heavy in the streets lasting all day yesterday and through the night," he said.

    "There's no electricity, no water, just fear and the cries of children. We kept ourselves in the last room at the back of the house. We couldn't even sleep last night and our suffering is huge."

    An Iraqi military official, speaking on condition of anonymity, said US and Iraqi forces were attempting to impose a vehicle curfew to quell the fighting.

    "The leader of Al-Qaeda in Amiriyah, known as Haj Hamid, was killed, and another 45 Al-Qaeda militants were arrested," he said. "Clashes erupted between Al-Qaeda militants against both the US military and Amiriyah inhabitants."
    A US military spokesman said the situation was unclear.

    In one instance, the leader of 2,000 Sunni tribesman met with a lieutenat colonel earlier this month and said his members, including many who are suspected of supporting the insurgency, are looking for jobs with the local police.

    So far, the talks have not included anyone tied to al Qaeda, but Odierno does not rule them out entirely. "I believe little -- very few of al Qaeda are reconcilable. But there might be a small portion," he said.


    As the price for peace, the insurgents have demanded jobs, pensions and amnesty for their fighters, including those who have killed Americans. That is hugely controversial, but it may simply be necessary. As one senior Pentagon adviser put it, "They will stop killing us if we reconcile with them."

    Iraq .. Reconciliation between price and the price of peace lost
