    Iraq invites Iranian companies to submit bids to build oil refineries

    BAGHDAD (Reuters) - A spokesman for the Iraqi Oil Ministry on Wednesday that Iraq invited Iranian companies to make offers to participate in the construction of four oil refineries at least in the different areas of Iraq.

    Assem Jihad told Reuters "today invited Iranian companies to come forward with offers to build oil refinery, the ministry has already announced said that it intends to establish."

    Dana Gas achieves first operating profits

    Dana Gas, the Middle East's first private sector regional natural gas company, has achieved its first quarter of operating profits, with total revenues for the quarter ended 31st March 2007 rising to AED 202 million from 80 days of gas production operations, resulting in Gross Operating Profit of AED 105 million and Cash flow from Operations of AED 68 million.

    The First Quarter of 2007 saw Dana Gas complete the US$1.1 billion acquisition of Centurion Energy International in early January, establishing Dana Gas as the 6th largest gas producer in Egypt and launching the company into the exploration and production sector of the Middle East's natural gas industry. Dana Gas also built upon this position in April last month by signing important gas agreements with the Kurdistan Regional Government of Iraq.

    The Long-term Assets of the Company grew by nearly 100% from AED 4.0 billion to AED 7.8 billion during the first quarter of 2007, with Total Assets increasing 28% to AED 8.8 billion and Shareholders Equity rising to AED 6.84 billion. Net profit for the quarter stood at AED 21 million, after one-time transaction fees of approximately AED 20 million and non-cash depreciation charges, including those related to the Centurion acquisition.

    'We are pleased with the first operating results of the Company - in just over a year since its formation, Dana Gas has already established itself as an important regional player in the Middle East's rapidly growing natural gas industry,' said Mr. Hamid Dhiya Jafar, Executive Chairman of Dana Gas.     Iraq receives imports of wheat and rice and expects soon

    A high ranking source at the Iraqi Trade Ministry said on Thursday that Iraq has received 50 thousand tons of American wheat and 29 thousand tons out of 150 thousand tons of Thai rice contracted on before.
    The source said that Iraq is also expecting to obtain another 150 thousand tons of American and Canadian wheat later in May and that 32 thousand tons of Thai rice on its way to Iraq and will arrive soon.
    The source declined to reveal price details.
    He said: "The ships are on their way and we bought larger quantities, but we can not reveal them till the ships transporting them move; however, everyone knows that we need about 340 thousand tons of wheat per month".
    The source mentioned that Iraq had bought 1 million tons of American wheat and 400 thousand tons of Canadian wheat between January and March. He added, "We always say in our presentations that we will deal with all companies, but so far the best offers we have received were from the Americans and Canadians".
    He added that Iraq is still hoping to buy Australian wheat.

    Nice post, because this is really important for a reval to take place. The ability of the banks to increase foreign transfer of money is paramount for a reval. Its seems they are getting better at this.

    Iraq Withdrawal Move Thwarted in Senate
    By ANNE FLAHERTY, Associated Press Writer

    WASHINGTON - The Senate on Wednesday rejected legislation that would cut off money for combat operations in Iraq after March 31, 2008.

    The vote was a loss for Sen. Russell Feingold, D-Wis., and other Democrats who want to end the war. But the effort picked up support from members, including presidential hopefuls previously reluctant to limit war funding _ an indication of the conflict's unpopularity among voters.

    The proposal lost 29-67 on a procedural vote, falling 31 votes short of the necessary votes to advance. Of the 67 senators who opposed Feingold's proposal, there were 19 Democrats, 47 Republicans and Connecticut Independent Joseph Lieberman. Of the 29 supporting, 28 were Democrats and Vermont Independent Bernard Sanders.

    The Senate also narrowly rejected a proposal by Republican moderates intended to challenge President Bush's war policy, after Democratic lashed out against the proposal as too weak. The 52-44 vote fell eight votes shy of the required 60.

    Sen. Hillary Rodham Clinton, a Democratic presidential front-runner, previously opposed setting a deadline on the war. But she said she agreed to back the measure "because we, as a united party, must work together with clarity of purpose and mission to begin bringing our troops home and end this war."

    Sen. Barack Obama, another leading 2008 prospect, said he would prefer a plan that offers more flexibility but wanted "to send a strong statement to the Iraqi government, the president and my Republican colleagues that it's long past time to change course."

    The proposal had been expected to fall short of the 60 votes needed to advance under Senate rules, but was intended to gauge the tolerance of members on anti-war legislation. Senate Majority Leader Harry Reid staged a series of war votes Wednesday to inform negotiations with the House on a war spending bill.

    "We stand united.... in our belief that troops are enmeshed in an intractable civil war," said Reid, D-Nev.

    Feingold's measure, co-sponsored by Reid and Sen. Christopher Dodd, D-Conn., proved divisive for Democrats.

    Sen. Carl Levin, chairman of the Armed Services Committee, said he opposes any measure that cuts off money for the war.

    "We don't want to send the message to the troops" that Congress does not support them, said Levin, D-Mich. "We're going to support those troops."

    But other Democrats said the move was necessary.

    "I'm not crazy about the language in the Feingold amendment, but I am crazy about the idea that we have to keep the pressure on," said Sen. Joseph Biden, D-Del., who also wants the Democratic presidential nomination.

    The second measure, drafted by Sen. John Warner, would have threatened billions of dollars in U.S. aid to Iraq if Baghdad failed to implement certain political and security reforms. But in a last-minute change to the proposal to gain White House acceptance, Warner added a provision allowing the president to waive the restriction.

    It "is really very tepid, very weak," said Reid, who supports cutting off funding for combat next year. "A cup of tea that's been sitting on the counter for a few weeks. ... You wouldn't want to drink that tea. You wouldn't want to vote for this amendment."

    Warner, R-Va., defended the measure as carefully negotiated and "a good-faith effort to do my very best."

    The Senate must take the next step by passing its own measure. Given the political forces at work, that legislation will be a placeholder, its only purpose to trigger three-way negotiations involving the House, Senate and Bush administration on a final compromise.

    As a result, officials said Tuesday that Reid and Senate Republican leader Mitch McConnell had discussed jointly advancing a bill so barebones that it would contain no funds and do little more than express congressional support for the troops.

    Negotiations on the final compromise are expected to take days.

    Wednesday's votes on Feingold and other proposals "will provide strong guidance to our conferees and help shape the conference negotiations we have ahead of us," said Reid.

    Levin pulled from the floor his proposal to set an Oct. 1 date to begin troop withdrawals, but allow the president to waive that requirement. He had pitched the idea with the expectation that the president would accept it because of the waiver; but, Levin said Wednesday he had been advised by the White House that the president would veto the measure regardless.

    A Political Light At The End Of The Iraqi Tunnel?

    Portions of an opinion piece with informative quotes...

    Consider the White House's track record for predicting the Iraq parliament's performance on just one single issue in Iraq: the passage of an oil revenue-sharing law, or (as Tony Snow likes to call it) a "hydrocarbon law." President Bush himself was the first to bring the subject up, last June:


    "I've directed the Secretary of Energy to travel to Iraq to meet with his counterpart and identify ways we can provide additional support. It's up to the Iraqis to pass a hydrocarbon law, which they're now debating. It's up -- for the Iraqi government to decide what to do with the people's asset. Our advice is to be careful, and to develop it with the people's interest in mind."

    Ignoring the fact that Bush seems to be advocating so******m (gasp!) in Iraq; when you follow the actual progress of the Iraq oil law, you can clearly see why Bush is not eager to talk about any other "benchmarks" for the Iraqi government. They really pushed this one as a "benchmark" of political progress in Iraq, but it didn't exactly work out the way they planned. Here is an abbreviated record of the unfounded optimism on the subject (which started as a full-court press administration talking-point last October) emanating from Press Secretary Tony Snow's podium (all bold emphasis in the below quotes has been gratuitously added by me):

    "For instance, by the end of the year, there will be a hydrocarbon law. As you know, the share of petroleum receipts is an enormously important issue, not only economically, but politically within Iraq."

    12/5/06
    "...we've [the White House has] talked a lot about the hydrocarbon legislation. That's going to be voted on, we understand, this month."

    1/16/07
    "It appears, for instance, that there is going to be a cabinet vote quite soon, maybe this week, on hydrocarbon law. They're working pretty aggressively and assertively also on other reconciliation efforts, including revisions to the de-Baathification law and the election law."


    At this point, an unidentified member of the White House Press Corps (it could possibly have been Mr. Dormouse, but eyewitness accounts vary) awoke from a deep slumber, and actually asked Tony a pertinent and relevant question:


    Q: "Tony, on the same subject, can you just give a better sense of what you're watching for? There are no specific dates, they don't have a vote on this hydrocarbon law at a specific date. So is it just a sense that the Iraqis are doing their part, that you're watching?"

    MR. SNOW: "No, I think -- what we take a look -- for instance, I've mentioned maybe the most important part right now is the hydrocarbon law, because that's one that takes the considerable revenues from oil and natural gas and distributes them equitably across the country. They're moving pretty rapidly toward passage of that, and that is enormously significant because it says to everybody, you've got a financial stake in the success of this country."


    The entire assemblage of the White House press at this point immediately went back to sleep, and not even a dramatic announcement the next day could awaken them from their somnolence.

    "...[Prime Minister Maliki] has told the Council of Representatives that he wants the Council, during its current legislative session, which just has a couple more weeks to run, to pass a hydrocarbon law and also de-Baathification reform."


    Finally, almost two months after his initial deadline for passage (not merely getting out of committee, mind you, but actual enactment) of the Iraq oil law... Mr. Snow proudly announced, on 2/26/07:


    "Good afternoon. We open with a bit of good news: The Iraqi Council of Ministers had passed -- or has approved the hydrocarbon law, which will be passed on to the Council of Representatives at sometime in the near future."

    "Near future." Hoo boy. Maybe Tony was trying out his comedy routine?

    Now for some reality from Iraq. Their legislative process is even more confusing than our own congressional law-making contortions, apparently. Dana Perino (filling in for Tony Snow) gave a press briefing with Dr. Ali Al-Dabbagh, billed as "Spokesman for the Government of Iraq." Here's what he had to say about the oil law on 4/13/07:

    Q: "Doctor, the administration here often cites progress on the national oil law and de-Baathification. Yet, those benchmarks have not been met yet. What is the progress report on those?"

    DR. AL-DABBAGH: "The hydrocarbon law is already approved by the cabinet, and we are waiting on the revenue sharing law to be also submitted to the cabinet to be approved, and then simultaneously they will go to the council of representatives, in order to be approved."

    Q: "But it's been in that spot for a while. It's been approved from the cabinet. What's the time line for getting approved by the parliament?"

    DR. AL-DABBAGH: "It has been submitted to the -- it's got a priority. The priority is in the house of representatives. They've got their priority. But we feel that this is very urgent, and the government do urge the council to approve it, along with the revenue sharing, which is very, very important. The de-Baathification, as you said, there are a draft -- four draft being submitted. One of them is the by -- presidency council and the cabinet council, and it is now in the council of representatives, along with the other three drafts, which they are going to get one draft in order to get it approved."

    Q: "So if you were to predict when those things would pass, what's the time line? A couple months, end of the summer, this year?"

    DR. AL-DABBAGH: "We thought that 2007 is the year where all this important laws will be decided, also the election, government election as well."


    As I said, it's no wonder the White House isn't thrilled about imposing benchmarks on the Iraqi government, who seem to define "moving pretty rapidly toward passage" as: "we think we may get around to it sometime this calendar year, if we find the time, that is." Tina Susman of the Los Angeles Times recently reported the current reality of the situation:


    It has not even reached parliament, but the oil law that U.S. officials call vital to ending Iraq's civil war is in serious trouble among Iraqi lawmakers, many of whom see it as a sloppy document rushed forward to satisfy Washington's clock.

    Opposition ranges from vehement to measured, but two things are clear: The May deadline that the White House had been banking on is in doubt. And even if the law is passed, it fails to resolve key issues, including how to divide Iraq's oil revenue among its Shiite, Kurdish and Sunni regions, and how much foreign investment to allow. Those questions would be put off for future debates.
