    Indian firms to tie with Iraq on oil



    Indian public sector firm Oil and Natural Gas Corporation Videsh Ltd. (OVL) and a private sector firm Reliance Industries Ltd (RIL) could soon tie up to strike a strategic relationship for overseas gas and oil projects, national daily, The Hindu, reported Monday.

    The newspaper reported that OVL is keen to revive talks with Iraq to get a stake in its Tuba oilfield. The newspaper quoted an unnamed official from OVL as saying that they were open to more of such partnerships with RIL.

    It is reported that OVL had already completed negotiations with the Iraqi Government for the stake in the oilfield but the deal could not reach its final stage since the then Saddam government got overthrown at the time.

    Had that deal gone through, OVL and RIL would have held 30 percent stake each in the oilfield. The remaining 40 percent stake would have been held by Algerian firm Sonatrach.

    The newspaper reported that Indian Petroleum Minister Murli Deora, during his talks with the Iraqi oil Minister Hussain Al Shahristani, at the Second Asian Ministerial Energy Roundtable in Riyadh recently, had raised the issue of OVL's participation in Iraq's upstream oil sector.

    The newspaper said the OVL would now resume talks with Iraq on the issue.

    Indian oil firms are under a mandate to seek oil equity abroad since the country is heavily dependent on imports.

    Calls for reforming Iraq's oil law

    14 May 2007 (MENAFN)

    A founder of Iraq's National Oil Company (INOC) stated that Iraq's draft oil law has many mistakes that must be corrected before international companies are to invest in the country's capital or technology, Iraq Directory reported.

    He went on to say that the draft law has importance in securing the billions of dollars necessary in increasing the country's oil output to the desirable level and further to rebuild Iraq's economy.

    Iraq's new oil draft law is also looking for a newly established INOC to control the country's current oil fields and to set up a national federal oil and gas council.

    Claims to distribute Iraqi oil revenues centrally

    Former Iraqi oil minister of oil, Dr. Ibraheem Bahr al-Uloom, said: "The preliminary indications started to rise towards identifying the Iraqi economy pathways in light of the political and social transformations taking place in Iraq, and chart features on the ruins of totalitarian policies, which included most of the economy over the past decades", adding: "The economic situation in Iraq today requires a strategy capable of producing a balanced view in support of the private sector to activate its role in the process of building".

    He stressed: "That does not come through the method of the "shock", but through the scientific treatment and thoughtful balance between external variables and the Iraqi reality within a gradual transition".

    Dr. Bahr Al-Uloom said: "There are disadvantaged and poor living standards, which is shown in a study by the Central Agency for Statistics in the Ministry of Planning and Development Cooperation recently", indicating that: " balancing the needs of the governorates and the distribution of development projects need to end the injustice and unfairness".

    He called: "to distribute oil revenues centrally, taking into account the need standard in investment programs and subsidies".

    20 construction companies on the blacklist for failing to implement projects in Babylon

    Governor of Babil, Salim Salih Almesalmawi, revealed the local government's intention to include twenty contracting companies and contractors on the blacklist expressing his regret for the loitering of these companies in the implementation of projects assigned to them.

    The governor said in a press statement that: the governorate will inflict the harsher penalties on the companies and contractors who are proved to delay in the implementation of reconstruction projects in the province for the current year 2007. He explained that some 20 construction companies and contractors would be included on the blacklist and deprived in addition to the other penalties under the law.

    Almesalmawi pointed out that the ratios of technical achievement of reconstruction projects for the current year are good when compared with last year rates, indicating that they exceeded (15%) and more than 114 projects are being implemented are transferred to contractors while the rest of the projects will be transferred within weeks. The inhabitants of Alwaeli district organized a sit-in in front of the headquarters of the Provincial Assembly last week to protest against the poor services in their district; they ended their sit-in after receiving official promises to develop the services sector in their district.

    Kuwait's dinar may rise by 3pc
    KUWAIT CITY: Kuwait's central bank is expected to allow its dinar to appreciate by three per cent in the next six months to check inflation and soak up cash pouring into the economy, Deutsche Bank said.
    The dinar is pegged to the dollar which has tumbled for much of the past 18 months and touched a record low against the euro in April.
    Speculation about a revaluation in Kuwait gathered momentum this year as hopes for a deal on regional monetary union faded.
    The Gulf nations pegged their currencies to the dollar to prepare to create a single currency in 2010.
    "We continue to expect the central bank to announce a widening of the current band and expect a 3pc appreciation of the dinar in six months' time," Deutsche said in a note, estimating the dinar exchange rate would change to $0.28907 from $0.28914 now.
    The dinar, which was allowed to appreciate around 1pc against the dollar in May last year, is trading at the strong end of the central bank's 3.5pc band.
