    SHARM EL SHEIKH, Egypt -- Prodded by a shift in US policy, key international players and neighbors of Iraq sat down together Friday in a bid to curb the four-year-old bloodshed in the war-ravaged country.

    On the second day of a landmark conference aimed at rescuing Iraq from chaos and bankruptcy, all eyes were on possible further contacts between US Secretary of State Condoleezza Rice and old US foes Iran and Syria.

    We "call on the countries of the region to stop terrorist groups from entering Iraq and to prevent them from having access to finance or giving them political and media attention," Iraqi Prime Minister Nuri Al Maliki said.

    He was speaking on the second day of an international conference on Iraq in the Egyptian resort of Sharm El Sheikh dedicated to roping in more support from key neighbors to end the bloodshed.

    "What our brothers and friends can do is to offer loyal, clean, and unbiased support," Maliki said.

    "I urge you all to do your part in denouncing sectarian violence, strengthening bilateral exchange in the region, and encouraging national dialogue within Iraq," UN Secretary-General Ban Ki-moon said.

    The first day of the conference won Iraq pledges amounting to $30 billion in debt relief and an internationally-endorsed road map to achieve political and economic stability in five years.

    But the biggest diplomatic endeavor to solve Iraq's woes since the 2003 US-led invasion was overshadowed by Rice's unprecedented encounters with her Syrian and Iranian counterparts.

    Rice held a meeting with Syrian foreign minister Walid Muallem during which she urged him to stem what she called the flow of foreign fighters crossing into Iraq to join groups combating US troops and the Shiite government.

    "This is not a favor to the US, it is an opportunity to help stabilize Iraq and therefore serve the neighborhood," she said after the meeting.

    "We discussed the situation in Iraq and how to achieve stability and security in Iraq and also bilateral relations," Muallem said.

    It was the first such high level meeting between Syria and the United States in more than two years, marking an apparent shift in Washington's long boycott of direct contacts with Damascus.

    Speculation also mounted over the possibility of a meeting between Rice and her Iranian counterpart, Manouchehr Mottaki.

    The two only exchanged basic civilities over a lunch attended by other diplomats Thursday, but the encounter was still seen as significant between two countries that broke diplomatic ties in 1980.

    Iraq's national security advisor Muwaffaq Rubaie said that both countries "want to talk but there is a psychological barrier, a psychological block."

    The two nations are locked in a tense standoff over the Islamic republic's nuclear program, which Washington fears Tehran could use for military purposes.

    US officials took a swipe at Mottaki, who they said abruptly left a dinner Thursday night where he was seated facing Rice, saying that the dress of a Russian violinist who was also present was inappropriate.

    "I am not sure which woman he was afraid of: the woman in the red dress or the secretary of state," state department spokesman Sean McCormack said.

    The US military in Baghdad also sent diverging messages on Syria and Iran, noting Thursday a reduction in the amount of foreign fighters crossing in from Syria and announcing Friday the arrest of militants smuggling bombs from Iran.

    Friday's security talks were expected to clinch a stronger commitment by Iraq's most influential neighbors to increase cooperation on issues such as the cross-border smuggling of weapons and militants.

    Tens of thousands of Iraqis and more than 3,300 US troops have been killed in four years, as the oil-rich country continues to be plagued by daily attacks against coalition troops and bloody communal bloodletting.

    German foreign minister Frank Walter-Steinmeier cautioned against excessive optimism over the outcome of the session.

    "We cannot expect any miracles from this conference. But maybe it is a small sign of hope that the dialogue between the American secretary of state and the Syrian foreign minister began," he said.

    Participants in the Egypt conference Thursday overwhelmingly adopted the so-called "International Compact," an initiative drafted by the UN, World Bank, and Iraq to stabilize the country politically and economically.

    The International Compact with Iraq (ICI) launched on Thursday at the ICI conference held in Egypt's Red Sea resort Sharm el-Sheikh represented a roadmap for the next five years aimed at helping Iraq achieves its goals of economic prosperity, political stability and lasting security.

    Proposed to be co-chaired by Iraq and the UN, with the support of the World Bank, the initiative offers benchmarks for economic integration, increased security and good governance in the war-torn country.

    The main points of the ICI are new laws to pave the way for provincial polls, bring back into public life officials of the former Iraqi government of Saddam Hussein and set rules to share oil revenues.

    Building up Iraqi security forces and their capabilities, forming a mechanism to deal with human rights issues and consolidating the base of transparency and accountability are also the purposes of the ICI.

    The ICI also aims to study and identify the various forms of investments, financial aid, debt exemptions and technical and administrative support measures required by the Iraqi government.

    The ICI was initially launched in July 2006, in the hope of creating "a permanent partnership between Iraq and the international community" to help Iraq in its reconstruction efforts and to pursue political, economic and social development over the next five years.

    Iraqi Prime Minister Nuri al-Maliki and his government is mainly responsible to implement the ICI, which will need periodic consultations among all related parties to monitor and safeguard the Iraqi government to meet its commitments and benchmarks as well as to guarantee the inflow of aid pledged by donors.

    U.S. Secretary of State Condoleezza Rice has called on Iran to stop arming extremists and supporting terrorism in Iraq.

    At the conclusion of a two-day conference on Iraq in Sharm el-Sheik, Egypt, Rice said Iran is a culture and a country that should play a positive role in the international community.

    At a meeting Thursday with Syrian Foreign Minister Walid Moallem, she called on Syria to stop the flow of foreign fighters across its border. She said foreign fighters are the main source of suicide bombers in Iraq.

    But Iranian Foreign Minister Manouchehr Mottaki Friday blamed Iraq's predicament on the United States, saying the occupation of Iraq has only worsened the situation. He told reporters Iran has consistently been part of the solution and has always supported calm and peace in the region. He said the polices of the occupation forces have failed and must be corrected.

    Sharm Al Shaikh: The Iraq Compact is an attempt to build international support for the Iraqi state and to lay out the country's reconstruction requirements.

    The five-year plan would see financial, political and technical support given in return for political, security and economic reforms.

    The compact will be discussed concurrently with a meeting in Sharm Al Shaikh, Egypt, this week between Iraq, its neighbours and world powers including G8 nations and the European Union.

    Political benchmarks have been set through a 15-point timetable of legislation that will be adopted by the end of 2007. The most important of these, which US officials want passed by the end of the summer, are a revenue-sharing oil law, the de-Baathification law to allow members of Saddam Hussain's former ruling party back into public life, and a governorate elections law that will enable a date to be set for provincial polls.

    The Iraq Compact also sets out a number of economic and fiscal targets. It says Iraq hopes to achieve economic growth of 15.4 per cent in 2007, up from three per cent in 2006. And it sets a crude oil output target of 3.5 million barrels per day by 2011, which would almost double annual crude export revenue to almost $50 billion (about Dh183 billion) .

    On the security front, the Iraqi army and police will take over exclusive responsibility for security throughout Iraq under principles of "democratic civilian control" and "one state one army" with the aim of self-sufficiency "prior to the end of the Compact period."
