SHARM EL-SHEIK, Egypt (AP) -- Iraqi Prime Minister Nouri al-Maliki called on all countries Thursday to forgive Iraq's foreign debts on the opening day of an international gathering on the country's future.
In another development, the United States looked likely to meet with some of its staunchest Mideast foes -- Syria and Iran -- at the strong urging of Iraq and other Arab countries at the summit here.
In his speech opening the conference, al-Maliki also pledged to institute reforms that the United States and Sunni Arab governments have repeatedly called for, including bringing more Sunni Arabs into the Iraqi political process.
Al-Maliki said forgiving Iraq of its debts was the only way the country could embark on much needed reconstruction projects.
''The national unity government has embarked on a national reconstruction program and needs huge finances for these project,'' he said. ''We call on all the friends and brothers participating in this conference to forgive Iraq all its debts in order to enable it to start the projects.''
Iraq owes some $50 billion, notably to Saudi Arabia, Kuwait, Russia and China, according to Iraqi Finance Minister Bayan Jabr. The debts were run up mostly during former leader Saddam Hussein's war against Iran in the 1980s.
Another $100 billion already has been written off by the Paris Club of lender nations.
''We express our thanks and appreciation for all countries which have either canceled or reduced the debts incurred on Iraq,'' al-Maliki said.

By end of the month, could be before, although with their track record best we aim for the end of month at best.
As long as the Kurds are happy this really should pass fairly easily.......Am sure this is what they will be saying at the IC. 'We will have an Oil Law by the end of May'. Plus we have the Oil Summit at the end of May where details of the HCL will be discussed in detail, so it really needs to be done before that IMO.

This was written a while ago, in fact before the current one where the Summit was meant to go ahead at the end of April and they just changed the dates to May! All of the articles are telling us differently unfortunately. IMO it's not been passed yet. Here's a thought, we have read the new budget of 54 trillion which has still not been implemented was based on a rate of 1260 to the dollar, the rate today is 1267, it's possible they are waiting to reach 1260 then reval. Still feel we have a few weeks to go, we have no HCL, Pension Law is being amended, no de-Baathification Law, certain debt forgiveness and we know the meeting with the IMF to discuss Article IV is in mid May. All of this gives them the time to drop to 1260 then revalue overnight and implement the budget with the new rate. This is no rumour, just a theory based on facts.

Flights to transfer currency from the Rafidain Bank to a number of banks
Luna / Baghdad / The Iraqi company for banking services several trips to the transfer of currency to the Rafidain bank branches all over in Baghdad during the third week of April.
The source added that the branches are (Rustumiyyah, Haifa, Liberals, the White Palace, paradise, Khansa, Jerusalem, Al-Mansour, Diyala bridge, in essence, Karradat Maryam, the eastern section, Azwaih, projectors, Hotel Babylon, oil compound, Waziriyah, New Dawn), has moved the company private currency Rashid Bank and its branches, some branches of private banks, adding that the company has several flights outside Baghdad governorate to the Wasit governorate, including three special Rafidain Bank branches in the (Suwayrah, Wasit, the project) and another trip to the Rasheed Bank branch in (Nu'maniyah).
