No but with him setting at 22% in the polls and with congress within weeks of taking the war away from him and articles of impeachment circulating on the VP...this would buy him time with the american people and he would need time for this news to pass out to the american people...through the media.

I was originally asking a news related question as to when on Sunday would the PM be announcing his new cabinet members - also a current news story.. what was wrong with that?

Then someone posted that the HCL had been passed and I was asking for more NEWS on this..

Then someone commented on my post and I merely responded...

I did not consider any of this chitchat...

    Sorry you did!

PM Maliki has made a statement that he would announce the 6 Sadr related replacements. He held many interviews prior to his ( now completed ) trips to Egypt, Saudi Arabia and Kuwait. After he returned to Baghdad, it was stated that the winners would be announced within 72 hours of his return.

In all due respect, this should be an isolated announcement. Yes, one to congratulate the winners.

The winners will be eligible to attend the upcoming conventions and share in the honors.

Please do not suggest to the forum that a duel announcement (ie RV) would happen at that same time.

Of course, I am not running the show. If I was, I would provide multiple reasons for celebrations.

By Tuesday, Bush must explain to the US People why he vetoing aid to the troops and wouldn't it be nice for him to have this all announced and filtered out to the nation by a stunned media before he speaks...this needs at least a 24hr cycle?
    So, IMO...Sunday..Monday???
    NEW RATE same time???

President Talabani made a definitive statement that the media was exaggerating the delays. He confirmed that from the Iraqi government. He confirmed, that PM Maliki had implemented all 4 resolutions.

Iraq Not Getting Power Invest Needed For Reconstruction -Min
    Thursday, Apr 26, 2007

    By Spencer Swartz

    Of DOW JONES NEWSWIRES

LONDON -(Dow Jones)- Iraq isn't receiving all investment it needs to rebuild its dilapidated electricity sector and reduce the widespread power cuts experienced every day across the country, Electricity Minister Karim Hasan said.

"We have spoken with many investors and there is project money being put into (the power sector in) Iraq but we have many needs and much more is needed," Hasan told a small group of journalists in London.

Hasan declined to estimate the shortfall of investment but said Iraq must attract more than $2 billion a year in international aid and investment to meet its rising electricity needs.

Progress in rebuilding Iraq has been hampered by the lack of security in the country that has caused significant amounts of reconstruction money to go to rebuilding sites bombed by insurgents and local criminals and to protecting staff.

Power demand in Iraq is growing at about 10% a year as people buy more electrical goods, such as refrigerators, according to the U.S. Army Corps of Engineers. Electricity use across In Iraq has risen 70% since the end of the U.S.-led war in spring 2003, according to the corps, which oversees much of the U.S.'s part of the reconstruction effort.

But most of Iraq's existing power plants and transmission and distribution facilities are two to three decades old and have suffered from poor maintenance, looting and vandalism, especially after the war, that has undermined available generation and distribution capacity.

This has rendered many public services inoperable, such as hospitals, which are lucky to get 10 hours a day of continuous electricity.

Hasan said he had multiple discussions with power turbine producers like U.S. giant General Electric Co. (GE) and Siemens AG (SI) of Germany about investments in the country but declined to elaborate on these talks.

A top priority of the Iraqi government is to develop the country's natural gas reserves for power production, he said.

To this end, the government, including Hasan and Oil Minister Hussain al-Shahristani, has held discussions with oil major BP PLC (BP) about a gas "master plan" for the country, he said.

This project would entail the development and transport of gas to industrial projects, like power plants.

"We have discussions with them (BP) about the gas master plan," he said, declining to elaborate on what possible role BP would have in such a project.

Iraq's proven gas reserves are substantial, standing at about 3.2 trillion cubic meters, about half the level of Saudi Arabia which has the world's fourth- largest proven gas reserves, according to the International Energy Agency.

Much of this gas, however, is "associated" which means it is produced in conjunction with crude oil and new exploration efforts in the country have been stymied by the lack of security and by the absence of an Iraqi oil law.

A draft oil law is still being negotiated by policymakers after countless delays. Final passage of the law is critical for providing the legal framework for attracting foreign investment.

Iraq's current power generating capacity is around five gigawatts, and the country announced a plan last year to add about two gigawatts of new capacity over the next several years.

Much of the new power generation capacity is being built in the relatively safe Kurdish region of northern Iraq, where a handful of facilities are being constructed.

Between one and two gigawatts of new capacity is expected to be built in the Kurdish region over the next five years, according to the Kurdish investment board. All of this capacity will be tied into Iraq's transmission grid.

I am enjoying the fact that Condi will be in position by the 1st. Why? The first mention of the date for the Big IC signing took place right after the Islamic Dawa Party submitted a ratification which pledged full support to the Maliki government.

This document included full support for the normalization of Kirkuk and important pledges to support the abolition of the Baath party. Problems were solved right on down the list.

    Lights. Camera . Action.

The Minister of Foreign Affairs, Mr. H. Zebari, flew into action, calling colleagues to reserve their dance card for the first of May....
