Ban to co-chair with Maliki Int''l Compact on Iraq next week - UN Politics 4/27/2007 10:32:00 PM Ban to co-chair with Maliki Int'l Compact on Iraq next week - UN UNITED NATIONS, April 27 (KUNA) -- Secretary-General Ban Ki-moon will travel to Sharm El-Sheikh, Egypt, next week to co-chair, with Iraqi Prime Minister Nouri Al-Maliki, the launching of the International Compact on Iraq, his spokesperson Michele Montas said on Friday.
She said Ban will also attend, one day before, the meeting of the Foreign Ministers of expanded Iraq neighbours, representatives of the Permanent members of the Security Council and those of the G-8 industrialized countries.
It is not clear whether Iran will be represented at the meeting.
Zibari, who visited Iran earlier this week to convince Tehran to attend the launch, told a press conference later that journalists should "look forward to unexpected news".Montas also noted that Ibrahim Gambari, Ban's special advisor for the Compact and other political issues, continues his meetings in various capitals to widen support for the event scheduled for May 3rd and to discuss commitment of member states before the launch.
She said Gambari met today with EU Foreign Policy chief Javier Solana who confirmed his attendance of the event along with other EU Ministers.
Gambari, accompanied by the governor of Iraq's Central Bank Sinan al-Shabibi, earlier this week held high-level meeting in London, Kuwait and Bulgaria.
The compact is a five-year plan for peace as well as political, economic and social development in the war-torn country.
The launch comes to culminate a preparatory process that began last July and was initiated by the Iraqi Government to establish a new partnership with the international community. (end) sj.bz.

So we're expecting a 'surprise' and 'unexpected news'. In the words of Offshore Mike, 'Interesting'...........
Zubaidi:Monetary value of the Iraqi dinar must revert to the previous level, or at least to acceptable levels as it is in the Iraqi neighboring states.

Shabibi:The bank wants as a means to affect the economic and monetary policy by making the dinar a valuable and powerful.

True, true. But let's not forget surprises aren't always good ones. Not trying to sound negative at all, but after all this time, with everything these twits have pulled thus far, nothing would surprise me ( pardon the pun)
I still remain hopeful and as positive as I can, but they are definetly trying my patience. For that matter, they're trying the rest of the world's patience as well!

requirements for foreign investment in Iraq

    عانHelal added
:At first it must be recognized that the history of foreign Alasttaghmar in Iraq does not have any real significant achievements of remembrance and thus the experience of dealing with investments, whether Arab or foreign considered deficient and therefore are needed to set-up and configuration management and administrative cadres and Cadres conscious workforce, accommodating and aware of the tasks assigned to it. It is necessary and important all that is based on convictions of Arab and foreign investment, especially direct investment for a country such as Iraq needs to provide the following requirements :

1 .1. قاعدة.A grass-roots base and convinced that Maittalp broad media campaign and extensive to narrow the differences in views and opinions on the need for economic investments Iraqi whether national or foreign or Arab, and the level of need and the nature of positive and negative impacts and the extent of its contribution to address the imbalances and bottlenecks in the Iraqi economy, economic sectors and poverty overcome many the problems and dilemmas, especially the provision of appropriate technology on one hand and create a lot of employment opportunities on the other hand, what is important in all this is the wrong response to the views that attract foreign investment mean compromising national wealth and the Iraqi economy up for sale and national sovereignty at risk and was attracting foreign investment is a fad, not a purely Iraqi the task by all countries of the world, whether developed or developing.
2 .2. .Provide full legal environment to encourage foreign investment in the country, and the Investment Promotion Act of unity and not mean enough to provide the legal environment, but, all requirements must create an environment supportive of legal and foremost reconsider the laws, regulations and instructions inherited from the previous regime and bring something new and innovative and separating them in all fields.
3 .3. .Vice body that will emerge from the investment law by the dominance of any government sectors must be representation of the private sector in addition to the probable need to attract scientific expertise in order to enrich scientific practices and to be its objectivity, efficiency, effectiveness and transparency which contributes to the success of tracks applied to the investment law as the goal of the because the legislation without any of the positive outcomes resulting from the application makes it far short of achieving the fundamental objectives of the law were initiated.
4 .4. زياً.Increasing the volume of facilities and guarantees and the services provided to investors in Iraq and compared with those in neighboring countries, at least, because the element of competition still exists acute with what is available from alternative investment opportunities regionally and internationally.
5 .5. .Less risk : less degree of risk faced by foreign investors in the event of a purchase of the shares, compared adventure against in the event of the establishment of a new company as the latter makes the likelihood face difficulty in dealing with union officials in Iraq or local governments (provincial governments) who oppose the reforms or foreign investments in general, and the acquisition of territory presents risks for the investor expropriation and problems obtaining building permits only if the government gave Iraqi legal safeguards for all those risks.
6 .6. .Provide the right economic climate and political and security environment conducive to attracting Arab and foreign investments and we must recognize that the call for privatization programs in itself is enough to attract foreign capital because foreign investors take into account several factors for investment decision, the factors we have mentioned previously, which in the case of non-availability do scam in the country for the benefit of alternative investment opportunities in other countries, especially Iraq's neighbors, which is currently the case now.
7 .7. خرى.The intensity should be harmonized CST needed by the Iraqi economy because of being the technological backwardness in this area on one hand and the intensity of the work under extreme suffering from worsening unemployment dilemma aftermath of the tragic (30% and 40%) of the labor force in Iraq on the other hand.
.This calls for the preparation of a comprehensive investment map covering various projects in all sectors of economic and technical projects, including the initial allows investors a wide range of differentiation and choice and the freedom to guide Rcamilam investment opportunities with remunerative returns. Finally, some people may think that the political and security situation in Iraq is unstable and arrived at the conclusion that improper that is not necessary legislation calls for foreign investment law in Iraq, at least at the current stage on the basis that it is not expected to be the response mechanism on the part of investors (the Iraqis, Arabs and foreigners) and not take XIV Applied effective and efficient, was an attempt to attract investments are phased in nature and not permanent task government should give priority weighted Iraqi and sustainable in the country, which is still home and sectors of economic and wealth Bakra and investment opportunity available widely in it.

    Translated version of http://www.alsabaah.com/
it can be said for all investors from the Arabs and foreigners, you enter now for it will be a golden opportunity for you.
