وصل قانون الاستثمار العراقي الجديد الى حيز التنفيذ بشكل فعلي بعد ان تم الاعلان عن تشكيل الهيئة الوطنية للاستثمار التي ستكون مسؤولة عن رسم السياسات الاستثمارية ووضع الضوابط ومراقبة تطبيقها.The new Iraqi investment law to effectively into effect after it has been the formation of the National Authority for Investment, which will be responsible for investment policy and regulation and control application.

Iraqi politicians and ex-ministers are urging the country's parliament to reject the newly drafted hydrocarbon law which was approved by the cabinet last month, reported the Dow Jones newswires.

The bill, if passed, will enable foreign companies to invest in the country's oil industry. Some politicians are concerned about possible foreign involvement and many supported the nationalisation of the sector back in the 1970s.

Bank Melli Iran is to set up a branch in Iraq in co-operation with an Iraqi development bank, reported the Iran Daily.

The office should be operational within the next few days and Hassan Tiz-Maghz, the Head of the Iran-Iraq Chamber of Commerce, said an Iranian insurance company was also likely to be set up in the war-torn country in the near future.

Iraqi Parliament debates crude oil draft on Monday

Baghdad, March 12, (VOI) – The Iraqi Parliament will hold an ordinary session on Monday to debate a draft law on investment in crude oil and other drafts, said a media source from the office of Speaker Dr. Mahmoud al-Mashhadani.
"The session falls within parliament's third legislative term," Muhannad Abdul-Jabbar told the independent news agency Voices of Iraq (VOI) by telephone.
Quorum for last Tuesday’s Parliamentary session was not reached, prompting members to turn it into a "consultative session," in which they debated a mechanism for the Iraqi legislative house during the coming period.
Iraq's parliament is composed of 275 members. The quorum necessary to convene sessions is half the members plus one (139 members).
The parliament is also scheduled to debate second readings of draft legislation on the higher commission for human rights, amendments to the law on irrigation networks and the law on municipalities and the public works ministry, said Abdul-Jabbar.

China, Iraq discuss Al Ahdab

Iraq and China have opened talks over a $1.3bn contract to develop the Al Ahdab oil field that was originally signed back in 1997 under the regime of Saddam Hussein, reported the AFP citing a Chinese oil industry publication.

China was also in talks with Iraq over the larger Halfayah field prior to the imposition of UN sanctions and the subsequent US led invasion.
