    Economic progress. On the economic side, on March 16th in New York there will be a formal closure of the text of the International Compact for Iraq.     Iraq does need to become economically self-sufficient. The Administration has taken the extraordinary step of requesting from the Congress in the '07 supplemental and in the regular and global war on terror '08 budget request economic assistance for Iraq. Now, Iraq has some $12.5 billion of assets within its current accounts. Those are assets which exist largely as the result of an inability to spend a capital infrastructure budget in 2006. Iraq needs to be able to move its own resources to its own critical needs, both essential services -- the now part of its economic needs -- and a meaningful capital infrastructure investment budget for tomorrow's needs.


    But because of the focus on clear, secure, and then the third phase, build, it's essential that economic resources that can stabilize a situation, particularly in conflicted areas after they have been cleared of elements engaged in violence, secured adequately from return of those elements, that there is a build component as well that provides an economic and social stake for the inhabitants of those areas who want a normal, peaceful life to be able to live that life, to be able to mobilize themselves against those who would come in and disrupt.


    We need -- we believe we have an obligation -- to help make sure that build component is present when it is needed. We are focused on building Iraqi budget execution capability. That's a critical priority for our efforts in Baghdad and through the PRTs elsewhere. Iraq needs to move into the lead on meeting these needs on building itself, but we are prepared to help. We are prepared to address capacity issues through the assistance we have requested from the Congress over the course of the coming year.

    I agree. The Dinar could still improve even if we pull out. The Dinar's future and the future of our country are not directly linked. Unfortunately, I think the best for both would be for us to stay, as I think that a hasty pull out would most likely be worse for us than it may be for Iraq. It seems that Iraq may be about to turn the corner and if it does it may do fine on its own. Personally I think many countries would be willing to make the "sacrifice" to step in and fill the void that we would leave if we left and rake in the economic windfall after we have carried the majority of the burden to the finish line.

    However, for us a pullout would be looked at by our enemies as a potential chance to come back. Sadly, our country has done this so many times after World War II that it seems we are run by people with no stones to follow through. If you read enough history you will see that in Vietnam the Comms were on the ropes and were able to pull it out just because we decided to pack it in. We have done similar things in other arenas which have cost our people and others dearly. Personally I am sick and tired of all of these people that can't cut the mustard when our asses are on the line. Its all about political power anymore and never about the good of this country. Just a damn shame. These people could never even carry George Washington's water, and I am ashamed that they denigrate the legacy which our forefathers fought and risked everything for.

    Lets finish the job people or at least make our leaders finish the fricken job.

    We need to make all of the U.S. citizens that are old enough to vote pass a test like that new show "Are you smarter than a 5th grader?" If they don't make it past the top level, take away their right to vote. If you don't know more than a 5th grader then you obviously don't know enough to make decisions on world events. No wonder *****s like Nancy Pelosi and John Murtha get elected!!! Redeploy the troops my ass, say what you really mean------->run home crying like a bunch of babies. Our troops and this country deserve better. Finish the job.

    Parliament supposed to re-convene on the 12th or 13th. Will need about 5 days (max) to pass the HCL.

    Big meeting this weekend on the 10th.

    "We do believe that reviving the sectors of agriculture, services and industry will develop the Iraqi economy," Baban said. "The government is still the biggest investor because we don't have an active private sector and huge foreign investments," despite the country's oil wealth.

    "Corruption has become a dangerous element and is curbing the governmental work. This dangerous disease should not curb our efforts and we have to face it bravely and develop the capability of our supervision systems."

    Finance Minister Bayan Jabr said the government hopes to use state funds to revive domestic industry and put about a half million people to work this coming year, offering "real services to the citizens."

    The US is not really going to "leave" per se. They are building the biggest Embassy in the World in Baghdad - someone correct me if i'm wrong.

    I can see a huge economic recovery and a complete 180 in terms of security. This would enable the troops to have a lower profile. But leaving - IMHO, not really.

    We have seen some positive developments on the political reconciliation track. As I think you all know, the Iraqi cabinet approved a hydrocarbon framework law which is along with some other accompanying legislation to be submitted to the Council of Representatives by March 15th. It's a very positive step, and it's a positive step not only because of the substance of what that framework law provides for in terms of development, exploitation of Iraq's petroleum resources, the way revenues from those resources will be handled throughout the country at a national and local level, but because it's a refutation in its very substance of the premise which is often advanced that the divides between Iraq's groups -- Shia, Sunni, Kurds -- are so steep, so irreparable, that they can never come together on anything of importance. Well, this was an example of where all of the groups did come together, did compromise on an issue of great importance indeed.

    The members of the Iraqi parliament that the convening of a conference of Iraq's neighbors in Baghdad tomorrow, Saturday, a recognition of the need for internationally to help Iraq out of its crisis and its security, and economic, political, and is a recognition of its sovereignty.
