    The Committee for Economic Development in the Basra governorate recently held a rally under the banner of economic role of institutions and research centers to discuss ways activation of economic development. He said activist Muhsin Chairman of the Committee on Economic Development

    In the Basra governorate, "The objective of such a conference promoting the development orientation adoption of strategic planning and getting the support and endorsement the community, and encourage researchers to give them direction towards economic development. " He added that "the Economic Development Commission to the Council and sent invitations to more than 50 personal economic specialized in addition to heads of government departments in the city to attend the conference. "

    Muhsin added that it had been eight working papers at the conference by professors in the Faculty of Administration and Economics of the University of Basra as The three papers in the first five papers in the second. He explained that all the papers presented focused on how to advance the process economic development, as it tackled securities ways and means to implement the development projects to be implemented in the city in a campaign ages.

    (with photos) BAGHDAD, March 4 (KUNA) -- Iraqi Prime Minister Nouri Al-Maliki Sunday stressed Iraq shall not stand being abused as a path for aggression against neighbors again and that a forthcoming Baghdad conference will serve to encourage regional dialogue.

    "The concept of 'National Conciliation' means that we have to stand as one when we address the world. We would like to open up to the world apart from the policy of separating issues and, in the meantime, allow no interference in domestic Iraqi affairs," the Iraqi PM told a reconciliation conference for the Iraqi army officers.

    "Hosting the conference in Baghdad implies that we are in a position that allows us to serve as focal point for regional dialogue which helps lead to harmony on the international scene," Al-Maliki said.

    The aim of the conference, according to Al-Maliki, is to provide support to the Iraqi government, the political process, and the achievements that have been realized through elections and the drafting of the constitution. "We want the world to back us." He underlined the importance of overcoming tensions with all countries in the region with an "Iraq will an open mind." "We want to live free in Iraq; We assault no body and allow no aggression against us. This needs inner integrity. None should roll a red carpet for foreign interference," Maliki added.

    "We do not want to be a point in the path of aggression against any body, but we'd rather like to be a base for communication and understanding." The Iraqi PM also said that Iraq had won the battle of national conciliation and "we only needed security plans when conciliation and dialogue were rejected. We said it so frankly that we are stretching a hand with olive branch and another enforcing rule of law with the other.

    Maliki warns insurgents of wider crackdown

    BAGHDAD, March 4 (Reuters) - Prime Minister Nuri al-Maliki on Sunday told insurgents fighting his government to accept an olive branch or face a security crackdown that will cover "every inch" of Iraq.

    Maliki also said he might announce a long-awaited cabinet reshuffle within two weeks. He is expected to replace under- performing ministers in a revamp he has promised for months.

    Speaking at a conference aimed at speeding up reconciliation among Iraq's warring factions, Maliki said political consensus could be achieved only if Iraq was stable.

    Maliki has been pleased with the early results of a U.S.- backed security crackdown in Baghdad called Operation Imposing Law. The offensive has reduced sectarian death squad killings although car bombings are still common. American commanders say it will take months to see concrete results.

    "We do not need to implement security measures except against those who reject the language of reconciliation and dialogue, those who insist on restoring the past," Maliki said, in a reference to Sunni Arab insurgents loyal to Saddam Hussein.

    Arab committee on Iraq discusses strategies, security plans

    CAIRO, March 4 (KUNA) -- The Arab ministerial committee on Iraq held a meeting Sunday at the Arab League headquarters, chaired by Bahrain, to discuss developments in Iraq, the new US strategy in Iraq, and the Baghdad security plan.

    Foreign ministers of Kuwait, Saudi Arabia, Egypt, Jordan, Iraq, UAE, Algeria, Sudan, Syria, and Arab League Secretary General Amre Moussa and his envoy to Iraq Dr. Mustafa Othman Ismail took part in the meeting.

    Prior to the meeting, the foreign ministers met over breakfast for a round of deliberations, hosted by Egyptian Foreign Minister Ahmad Abul-Gheit.

    The foreign ministers are in Cairo to participate in the meeting of Arab foreign ministers scheduled to take place later today.

    Ismail said in a press statement Moussa prepared a full report on circumstances in Iraq League's efforts since the Khartoum Summit to implement decisions toward national conciliations.

    Meanwhile, an official source participating in the meeting told KUNA that measures to counter the situation in Iraq included dealing firmly with sectarianism, disbanding militias, amending the constitution, maintaining Iraq's unity, and putting an end to violence.

    The source said Iraqi Foreign Minister Hoshyar Zebari made during the meeting a full presentation on developments in Iraq and the government's security plan to reduce bombings and other acts of violence.

    Participants reiterated the important Arab role in resolving the Iraqi crisis.

    The issue of Iraq's refugees and displaced will be discussed in the meeting of Arab foreign ministers later today.(end) mfm.rg.

    Iraq Oil Contract Framework To Be Set By Mar 15 -Document

    Iraqi officials must first agree the framework of contracts to be used when negotiating with foreign oil companies by March 15 if the country's draft hydrocarbons law is to be submitted to parliament for its approval, according to a cabinet document seen by Dow Jones Newswires.

    The draft hydrocarbon law, seen as essential to spur development of the country's ageing and conflict-damaged energy industry, was endorsed by the Iraqi cabinet on Feb. 27 and it referred in general terms to the types of contracts that Baghdad and regional governments could sign with foreign companies.

    The contracts include those covering services and exploration risk, as well as Iraq's equivalent of production-sharing agreements.

    "The oil and gas law and their four appendixes will be presented to the council of deputies after agreeing on general conditions and principles of contract models," the document says.

    BAGHDAD, Iraq - Hundreds of U.S. soldiers entered the Shiite stronghold of Sadr City on Sunday in the first major push into the area since an American-led security sweep began last month around Baghdad.

    Soldiers conducted house-to-house searches, but met no resistance in a district firmly in the hands of the Mahdi Army militia led by radical cleric Muqtada al-Sadr, said Lt. Col. David Oclander.

    The move into Sadr City came following negotiations with political leaders in the neighborhood.

    Maj. Gen. William Caldwell, a U.S. military spokesman, told Al-Arabiya television U.S. officials have had daily dialogue with community leaders in Sadr City.

    "If you go to Sadr City today you will see joint Iraqi and American troops cooperating with the head of the Sadr City council," Caldwell said in comments translated into Arabic. "There is no problem between the two sides, and we are trying to set up a small security center there."

    Al-Sadr had withdrawn his militia under intense pressure from the government, but there were worries that a large-scale military push without political clearance could bring a backlash and jeopardize the entire security effort.

    "The indication that we are getting is a lot of the really bad folks have gone into hiding," Oclander said.

    Police said there had been U.S. military activity at the al-Jazair police station in Sadr City since Friday, where troops were thought to be converting the facility into a joint operations center. Bulldozers maneuvered in the station's yard.

    U.S. troops, assisted by Iraqi forces, also moved through the Jamila area on the northern edge of Sadr City and sealed off some streets, police said. Last year, U.S. patrols came under frequent attack in Jamila.

    A spokesman for Sadr's bloc in parliament, Falah Hassan, said there was "no reason" for such a "provocative act."

    "We told (Prime Minister Nouri) al-Maliki that if there is an arrest operation against anyone, it should be done by Iraqi forces," Hassan said.

    "We understood that Iraqi forces only would conduct the search and if they faced resistance, then U.S. forces could intervene," he said. "But that was not the case with today's operation."

    Sadr City presents one of the most difficult steps in the security sweeps that began Feb. 14.

    The Mahdi Army's cooperation is essential to keep the plan from derailing, but al-Sadr has complained about the heavy U.S. role in the raids and its inability to stop car bombs and other attacks blamed on Sunni insurgent groups.

    Earlier, al-Maliki spoke about the Baghdad security plan at a reconciliation conference of former army officers in Baghdad.

    "We've launched 'Operation Imposing Law' against those who have disobeyed and neglected the call of brotherhood and dialogue," he said. "The law must prevail and all Iraqis must be equal in front it, regardless of their religious and ethnic background or political affiliation."

    In other military action, U.S. troops raided a mosque in Baghdad and captured three suspected insurgents hiding inside.

    The detainees include a man believed to be responsible for distributing weapons to build bombs for attacks on American and Iraqi forces, the U.S. military said in a statement.

    U.S. rules of engagement allow troops to enter mosques only in rare cases.

    "We do not enter mosques for the sole purposes of disrupting insurgent activities or conducting a show of force. Mosque entries occur only as a last resort," said Lt. Col. Christopher Garver, a U.S. military spokesman.

    U.S. soldiers "respect the sanctity and holiness of all places of worship," he said.

    During the operation, an Iraqi woman suffered wounds to her thigh and head, the statement said. She was treated on the scene, then transported to a local hospital.

    Also Sunday, the U.S. military announced that more than 50 insurgents were detained in a three-day operation last month in Salahuddin province north of Baghdad. Three suspected insurgents were killed in the raids, the military said.

    A roadside bomb killed three women and a child in Hillah, about 60 miles south of Baghdad, police said. The victims were Shiite pilgrims heading to the holy city of Karbala to celebrate an Islamic holiday there this weekend.

    The bomb apparently missed its intended target, an American convoy, police said. Six others were wounded in the attack.

    Elsewhere Sunday, two policemen were killed and three hurt in clashes the northern Iraqi city of Mosul, police said. Fighting broke out when gunmen opened fire on a police checkpoint, said Brig. Abdel-Karim Khalaf, spokesman for police in Nineveh province. Mosul lies 225 miles northwest of Baghdad.

    Another policeman was killed when gunmen opened fire on a police station in the Iraqi capital's Azamiyah neighborhood, a Sunni district, police said. Security forces responded by doing house-to-house searches nearby, but found nothing.

    Gunmen killed an Iraqi newspaper editor Sunday morning outside his home in western Baghdad, a colleague said.

    Mohan al-Dahir, an editor of the independent Al-Mashriq newspaper, was shot dead by assailants who first tried to kidnap him, said Sayed Ali, another editor at the paper.

    Al-Dahir, a Shiite Muslim, lived in a Sunni neighborhood.

    "He had good relations with his Sunni neighbors," Ali said. "He was a moderate person with no links to political groups."

    According to Reporters Without Borders, at least 150 journalists have been killed since the Iraq war began in March 2003.

    Also Sunday, a kidnapped Iraqi defense official was freed after Iraqi security forces stormed a house where he had been held, a government spokesman said.

    Brig. Gen. Qassim al-Mousawi said Iraqi agents were acting on a tip when they raided a house in western Baghdad near where Lt. Gen. Thamir Sultan, a Defense Ministry adviser, was abducted a day earlier. He was freed, and all four of his captors were arrested, al-Mousawi said.
