translator problems
OK, so what is the consensus, iraqi eubonics, bad yahoo translator, or maybe code? I personally think that it might be some type of code.... what do you guys think?

I could easily buy into the code theory but if it is codes...why go back to articles posted months ago and insert code in them also? Thats what is confusing about the whole thing. I have a different translator I usually use but it is off line for some reason, so I can't check it out to see if the same gobbly goop is showing up in it too. It certainly would help if someone else had another translator they use to compare some of these articles.

Five charged in Iraq contract bribery scheme

WASHINGTON (Reuters) - Three U.S. Army Reserve officers and two U.S. civilians have been charged with taking or helping funnel more than $1 million in cash, sports cars, jewelry and other items as bribes to rig bids on Iraqi reconstruction contracts, U.S. officials said on Wednesday.
They said the five have been indicted by a federal grand jury in New Jersey in a scheme that involved the theft of millions of dollars of Iraqi reconstruction money and the awarding of contracts to Philip Bloom, who doled out the bribes.
The officials said the agency in charge of Iraqi reconstruction lost more than $3.6 million because of the corrupt scheme that began in December 2003 and lasted two years.
Bloom, who has already pleaded guilty, received more than $8.6 million in rigged contracts, the officials said.
They said more than $500,000 was smuggled into the United States, with some of the money going for a deck and hot tub at the New Jersey home owned by two of the defendants.
"They stole the money in Iraq and them smuggled vast sums into the United States to support lavish lifestyles," Mark Everson, the Internal Revenue Service commissioner, said at a news conference to announce the charges.
The charges were announced the day after Democrats at a House hearing sharply questioned the former Coalition Provisional Authority head about the lack of oversight for $12 billion in money that was disbursed.
The 25-count indictment charged U.S. Army Col. Curtis Whiteford, U.S. Army Lt. Col. Debra Harrison and Lt. Col. Michael Wheeler, and civilians Michael Morris and William Driver.
Whiteford once was the second most senior official at the Coalition Provisional Authority for the South Central Region in Iraq, while Harrison was its acting comptroller. Wheeler was an advisor for Iraqi reconstruction projects.
Driver, one of the civilians, is married to Harrison. Morris, who was living in Romania, was accused of helping Bloom funnel money to the military officials.
According to the indictment, Harrison and her husband received a Cadillac Escalade as a bribe and used tens of thousands of dollars for improvements to their home in Trenton, including a deck and hot tub.
"This indictment alleges that the defendants flagrantly enriched themselves at the expense of the Iraqi people," Deputy Attorney General Paul McNulty said.
Stuart Bowen, the special inspector general for Iraq, vowed to root out waste, fraud and abuse in Iraq. He said 80 cases are under investigation.

Shaikh Hamdan stressed the importance of the unity of Iraqis, because national unity is the only possible way to restore stability and security in that country.
Shaikh Abdullah Bin Zayed Al Nahyan, Foreign Minister, also yesterday received Al Hakim.
Shaikh Abdullah reaffirmed the UAE's support for a unified and democratic Iraq that provides all Iraqis with a decent life, equality and justice. "Iraq's internal issues would only be solved through the unity of all Iraqi political, social and religious groups," he added.
Shaikh Abdullah and Al Hakim discussed relations between the two countries and exchanged views on the latest developments in Iraq.
Al Hakim briefed Shaikh Abdullah on the latest developments in Iraq and the ongoing efforts to establish security and stability in the war-ravaged country.
Al Hakim expressed gratitude to President His Highness Shaikh Khalifa Bin Zayed Al Nahyan for his supportive stands.

The law firm of Ackerman, Cowles & Lindsley filed a lawsuit against several real estate companies and professionals along with other purported investment groups. The suit alleges that some 400 or more investors were brought into a real estate "flipping" and "skimming" scheme operated by Jovane Investments, Stonewood Consulting, Inc., Pacific Wealth Management LLC (Nevada) and others. It is claimed that as many as 5000 residential home loans may go into foreclosure status within the next several months as a result of the alleged fraud.
Temecula, CA (PRWeb) January 14, 2007 -- The Temecula law firm of Ackerman, Cowles & Lindsley filed a 1.2 billion dollar claim against what are alleged to be the perpetrators of a vast real estate and currency exchange scheme taking place in Southern California.
Riverside County Superior Court Case No. RIC463483 (Anonymous Investor v. Jovane Investments, et al.) was filed by an investor who claims to have suffered $3,000,000 in damages on her case alone. The plaintiff seeks to have the matter certified as a class action later this year because there are another alleged 400 investors in the alleged scheme.
The amended complaint, filed on January 12, 2007, alleges that the operators of the Jovane Investment firm of Murrieta, and related businesses, including Stonewood Consulting, Inc., Pacific Wealth Management LLC (Nevada), Oetting Enterprises, and Sunburst Financial Systems, Inc., engaged in a real estate scheme involving perhaps as many as 5000 home loans in the Southern California region. The defendants are alleged to have incited members of the general public. members of the military, and nursing staff at Rancho Springs Community Hospital in Southern California, to get involved in a real estate business whereby "investors" could each become the owners of multiple residential properties throughout the Temecula Valley and Northern San Diego County.
It is alleged in the complaint that defendants allegedly involved in the scheme would artificially inflate the values of the homes, complete 125% loan to value mortgages in certain cases, give escrow kickbacks to sellers who received as much as $100,000 more than an asking price, and sell the investors on the idea of giving up excess proceeds out of the sale to investment companies for a great profit over a period of years. In some cases, $50-60k-a-year salaried employees had mortgage obligations that were more than $20,000.00 a month because they "owned" 5-8 homes. The defendant companies are alleged to have taken money from other investors to pay the mortgages on behalf of plaintiff and others. The scheme is alleged to be a traditional Ponzi scheme.
Additionally, other investors were alleged to have been duped into buying into Iraqi dinar investments where the alleged victims would pay more than sixty times the actual value of the dinars. The victims were allegedly not told about the true value of the dinars and the dinars were allegedly never delivered to the victims. The allegations were referred to the Riverside County District Attorney's office back in November of 2006. However, according to lead counsel, Richard D. Ackerman, "I am quite certain that the district attorney's office is swamped with thousands of criminal cases and simply has to allocate investigation resources toward violent crime at this time. Justice will eventually prevail. Unfortunately, however, if action is not taken soon, our entire Southern California economy may suffer as a result of the type of practices alleged by the many victims in our case."
All told, it is alleged that the damage to investors, lenders, the county tax rolls, Southern California neighborhoods, and others is far in excess of the 1.2 billion dollars cited in the complaint.
The case has been assigned to Judge Dallas Holmes of the downtown Riverside Superior Court in Riverside, California, for trial. The plaintiff intends on working with alleged victim-lenders and governmental agencies in an effort to prevent hundreds of foreclosures and additional damage as a result of the alleged fraud. The victim lenders are alleged to include Bay Capital Mortgage, Community First Bank, GMAC Mortgage, Suntrust Mortgage, Aurora Loan Services, Home Eq Servicing, and SLS Loan Servicing. Numerous credit card companies are alleged to be affected by the currency scheme as well.
Defendant Pacific Wealth Management LLC and defendant Maurice McLeod, a principal of Pacific Wealth Management LLC, have already been ordered by this same judge to stop all investments activities in California under the name of Pacific Wealth Management LLC. The related case is captioned Pacific Wealth Management LLC v. Pacific Wealth Management LLC, Superior Court of California, Riverside Case No. RIC462505. The injunction order was entered on January 9, 2007.

New hospital for Basra

The government has approved the construction of a new hospital in Basra specialized in heart diseases, said Ihasan Abduljabbar, member of Basra’s provincial council.
He said work was expected to start “in a few days” by a state contractor.
The State Enterprise for Engineering Consultation, the construction arm of the Ministry of Industry, will implement the project, Abduljabbar said.
He said the government has earmarked 29 billion dinars (one dollar buys 1,300 dinars) and the hospital structure will meet international standards.
The four-storey building should be ready in 18 months, he said.
The hospital will occupy an area of 38,000 square meters and it is the first in southern Iraq specialized in heart diseases.
