DAVOS: Iraq Vice President Says No US Favoritism In Oil Law

DAVOS, Switzerland -(Dow Jones)- Iraq's Vice President Adil Abdul-Mahdi Saturday rejected rumors that its thorny and long-delayed oil law guaranteed the U.S. access to a share of its oil, adding implementation of the law will happen after it had spent "some weeks" being discussed among Iraq's lawmakers.

"It's absolutely not true" that the U.S. or any other named country had preferential treatment under the proposed law, Abdul-Mahdi said, which is seen as essential to develop Iraq's battle-torn oil industry.

If approved, the law is expected to encourage foreign oil companies to modernize Iraq's oil sector and meet the country's goal of doubling the current crude production of 2.5 million barrels a day by 2010. Security conditions continue to inhibit significant developments of its oil industry.

Speaking to Dow Jones Newswires on the sidelines of the World Economic Forum here, Abdul-Mahdi said the law "is open to everyone."

"All the revenues go to the central power" in Baghdad he reiterated, though the regions will have their say. He didn't elaborate.

Iraqi oil officials have yet to bridge gaps in the controversial draft hydrocarbons law and the submission to the Iraqi cabinet for review of the draft is likely to be delayed for several days, a senior Iraqi oil official in Baghdad said Thursday.

"We still have some disputes over some of the draft law articles," the official, who is taking part in drafting the document, told Dow Jones Newswires. "I don't know specifically when we will present the law to the cabinet."

The official declined to comment on areas where disagreements continue in the law.

The federal government and the Kurdistan Regional Government have clashed over the drafting of the law. The Kurds want control of oil resources in their territories and a big share of oil revenue.

Big foreign energy firms are eager to know what form contracts will take in the hydrocarbons law and how much, for example, of a given oil block or field will be owned by the Iraqi government and what level of cost recovery they can expect from the government for investing billions of dollars.

I have been thinking about this situation regarding the proposed HCL and the Kurds objections to it being passed without their agreement on some of the details.

Iraq is now a democracy and that means "majority rules". The Kurds do not have a majority position in parliament. So, if parliament decides to go ahead and vote on the HCL as it stands (the final draft prepared by the Oil Commmittee) and the majority of parliament votes yes then it becomes law whether the Kurds like it or not.

The Kurds by themselves (nor any other group individually) cannot hold up passage of this law.

I know Iraq is new to the concept of democracy and perhaps they don't realize the significance of this concept, but any one of us who has lived through this sort of situation in our own countries is quite familiar with it. We often see laws passed by the majority party over objections from the minority parties. No democratic government that I'm aware of requires 100% approval in passing legislation through parliament.

Anyone else have any thoughts on this?

its simply 'wording' as an article stated that they are haggling out. and you know as well as i do that the kurds are THE group that are past ready for all this stuff to be done as they went ahead and started without the rest of the country and that caused everyone else to start gettin in gear.

i would put my money in the kurds hands anyday and if they want wording to be fixed in the law then it needs to be done. relax it wont take them long, we know they are not ones to fiddle.

وتابع البياتي "اغلقت جلسة يوم الخميس الماضي ولم تعد مفتوحة، أي أننا اليوم نحتاج الى أكتمال النصاب القانوني (138 عضوا من مجموع 275 ) لعقد الجلسة , وإذا إكتمل النصاب سيم التصويت على الموازنة."He continued Bayati "closed meeting last Thursday and no longer open, any day, we need a quorum (138 of the total 275) for the meeting, and if a quorum was Sim vote on the budget."
وكانت جلسات البرلمان قد تم تأجيلها أكثر من مرة في الشهر الماضي بسبب عدم إكتمال النصاب القانوني (اكثر من نصف عدد الاعضاء البالغ 275 عضوا) ، مما اضطر المجلس الى عقد جلسات تشاورية.The parliament sessions have been postponed more than once in the last month due to lack of quorum (more than half the members of 275 members), forcing the Council to hold consultative meetings.
كما كانت الجلسات قد توقفت في الفترة السابقة بسبب عطلة عيد الاضحى المبارك وسفر العديد من الاعضاء لأداء فريضة الحج.As the meetings had stopped in the previous period due to holiday Eid Al-Adha holiday and travel many members to perform the Hajj.

the COUNCIL passed it. it then goes to parliament for ratification.

At this point I don't know what to make of any news coming out of Iraq. A lot of things just don't make sense.....

Misinformation, disinformation or out right lies and exaggerations. Maybe lost translations.

Who knows? But at this point I am no longer confident in what I read, whether it's positive or negative. There always seems to be an article which contradicts the last.
