One hopes the Iraq analysis by Nibras Kazimi — a military/foreign affairs columnist for the New York Sun — is true. He sees a turnaround in Baghdad. His analysis is very similar to the Pittsburgh Post-Gazette’s Jack Kelly, a former Marine and Green Beret, who writes on security issues.

Mr. Kelly believes al-Qaida is pulling back from Baghdad into the Diyala province and that the radical cleric Muqtada al-Sadr’s militia is reducing its profile due to increased numbers of American troops, two portents that bode well for American and Iraqi forces.

Mr. Kazimi believes that, in regard to the wider Sunni insurgency "the groups beyond al-Qaida are being slowly and surely defeated. The average insurgent today feels demoralized, disillusioned and hunted. … The insurgents have begun to feel that the tide has turned against them."

Many radical Sunnis wanted to start a civil war in the nation and their ferocious bombing campaign was an attempt to do just that. However, with mounting casualties, the insurgent leaders have realized that – in a civil war – they are heavily outnumbered and will be killed or kicked out of Baghdad.

There are a number of factors contributing to the turnaround, Mr. Kazimi believes, but the basic "lesson to be learned is to keep killing the killers until they realize their fate."

He does not promise a quick end to the conflict. The hard-core al-Qaida supporters remain as fanatical as always, and a disguised terrorist can always toss a bomb in a crowded marketplace.

But as the wider conflict recedes, Mr. Kazimi believes the Iraqi government will have some breathing space to establish the rule of law.

Mr. Kelly and Mr. Kazimi are not rose-colored optimists. Let’s hope their views are based on hard-edged realism and will come to pass.
