I believe the best strategy is keeping your referrals up to date on how the program is doing.

Eg:
I give any person that signs up under any of my paying programs the chance to be kept up to date every day that the program/s pay me and other upgrade members, is can be very useful if the program stops paying.

Some programs pay some members and not others, so once I receive word of a said program applying this trick all my upgrades are informed and then it's up to each one if they want to upgrade again in the said program.
