In a nutshell, yes, page rank is very important for search positions, as most people are not going to look beyond pages 3-5 when searching for something on Google. There is a little joke that I've been told by a few friends, "If it doesn't show up in Google, then it doesn't exist!". While you can find results from searches deep inside indexes, most people don't bother looking that deep. As for HOW to getting your page with such a rank, it's called SEO Optimization and it's a heck of a business that can be lucrative if you know how to do it, and get get clients!

It is no longer a determining factor for a web page's search rankings in Google, however, your site's position in the SERPs can be affected indirectly by the PR of the pages linking to you

PageRank continues to provide the basis for all Google's web search resources, but it is only one of several variables that decide the ranking of Google search results. The term 'PageRank' refers to the name of Larry Page's creator, as well as the definition of a web page.
