    thats about as true a statement as i have seen in a long time....i have always said as long as we are sending our troops to get killed and spending our billions of tax payers money why would they have to revel???......people....how many more deadlines that they delay will it take us to open our eyes?????....really plain and simple....these Illiterate polliticians are pocketing billions of dollars under the table while their own people are starving and blowing themselves up........and we see delay after delay........i don't see the Iraqi exchange opening as scheduled....anybody wants to wager a dinar or 2????i see another delay happening....i hope and pray for our troops and for the people of Iraq that they do.....but in all honesty,i don't see it happening....this would be the first time that they don't have a delay on something as important as this.....IMHO....Pat

    Head of the Trustees Board of the Stock Exchange, Talib Al-Tabatabai, said that the transition from manual trading system to electronic trading is a quantum leap in the distinct performance of the "Iraq market for securities", and he expected that the next stage will witness the activation of investment activity as consistent with the desire and aspiration of more than one million citizens who are active in the shares' sector.

    He added that the introduction of electronic circulation coincides with the decision of the "Securities Body"that allows non-Iraqis to circulate in the Iraqi Stock Exchange, starting on the first of next June, and according to the Investment Law No. 13 of 2006 which everyone looks forward to activate it, which helps to overcome all obstacles that prevent expansion of the Arab and foreign investment in Iraq. He pointed out that the circulation of non-Iraqis in equities and bonds in the Iraqi bourse is, "a step in the right direction to achieve a rise in stock prices, after the significant slump in their value last year".

    He explained that increasing the number of circulation sessions from two in the week, to ten in the morning and afternoon, in addition to doubling the volume of circulation, will have a large return for the investment sector in Iraq.     The House decided to extend the work of the Constitutional Review Commission one month to find solutions to controversial material between the leaders of the political blocs on one hand and members of the Commission on the other hand.

    So members of the Council voted on the draft tax law rebuilding Iraq and the proposed abolition of Revolution Command Council decision dissolved No. (91) for 1977 and a draft law Fifth Amendment to the Execution Law No. (45) for 1980 and a draft law to the First Amendment Law discipline staff and the public sector and a draft law amending the law Service Civil No. (24) of 1960 concerning Article 49 has also been at the first reading of the package of proposals include the repeal of the laws of the laws of the Revolution Command Council dissolved numbered (1019) to 1979 and 1283 to 1980 and 1203 to 1983 and 1253 to 1985.

    And was also the second reading of the proposed bill on the cancellation of the Revolution Command Council resolutions No. 690 of the dissolved in 1981 and 222 of 1977 and 817 of 1981 and the second reading of the draft Code of Military and proposed Act to amend the Supreme Iraqi Criminal Court No. session of 2005.

    Between the Iraqi government and President Bush, I just don't know what to believe! On one hand, the Iraqi government seams like it has no sence of urgency to get anything done --i.e. talking about going on a two-month vacation in the middle of one of the most important times in their history, constantly setting dates and benchmarks and never meeting them or pushing them back even further-- and then they surprise us and show a lot of progress, only to let us down again... It's almost like they're toying with us, you know? Then there is President Bush. He's getting grilled on a daily basis on what's going on in Iraq and is on verge of going down in history as the worst president in US history. His approval ratings are so low it's rediculous and the media makes him seam like the biggest loser ever known to mankind. And I can see why people see him in this light, but at the same time I have a very hard time believing that he does not have a solution to the madness that he has created for himself with the situation in Iraq. Every time I hear something negative about Iraq I just reaffirm my beliefe that President Bush has a bigger plan than what is evident...

    These corrupt players are big ballin they dont care and could give a rats ass they take there time just to make it seem like there not america's puppets. I do agree with some of your comments about bush has got to have something up his sleave. These iraqi govt workers hoard, steel and chill out in dubai.... probably on the beach constantly sipping pina coladas made with cammel milk..haha..lol When they do work i think they work hard..but after a few long days doing meetings and all the stress they then all of the sudden justify it to themselves to take a long break a few days off to a week.. and we just keep sending billions of tax payers money and the lives of our troops...I think I read most of them iraqi govt have residences over there in Dubai. I read something like out of the 2 million barrels geting put out a day something like 300,000 barrels are un accounted for due to the corruption of the govt. At $50 a barrel that adds up to alot of money. Life is good for them so why change....I mean why make the common man have a taste of what its like to live on there level...(giving a RV)these guys want to feel superior. If I was a citizen over there I would violent hater on the street too and probably blow myself up to give the money to my family so they can move out and start a better life somewhere else. I suprised the people dont overthrow the govt..its no wonder they get mortor attacts daily..... Thank god I live in the USA

    Iraq leader Announces NEW/IMPROVRD Cabinet Changes

    BAGHDAD, Iraq - Iraq's prime minister asked Parliament Thursday to approve six new Cabinet members to replace a group which resigned last month on the orders of radical Shiite cleric Muqtada al-Sadr
    Al-Sadr ordered his ministers to quit the government over Prime Minister Nouri al-Maliki's refusal to call for a timetable for U.S. withdrawal. The anti-American cleric went into hiding in Iran last February when the Baghdad security crackdown was launched.
    In Parliament, al-Maliki thanked al-Sadr for giving him the "authority to choose the ministers."

    He told the chamber, which will decide in a vote Sunday, that all six were independent "not because we have something against parties, but we were keen on their being independent because that was one of the conditions put for the selection."

    Al-Maliki was upset because there were not enough legislators to approve his choices on the spot, and was instead forced to delay the vote by three days.

    He admitted that he took a long time in choosing them, but said it was the result of the time needed to review the candidates history. Describing them as technocrats, he said none had any record of corruption.

    He also announced a future Cabinet reshuffle, but said he had not yet received any proposals for candidates from the parties that make up his government.

    "Some blocs want to change their ministers, and some ministers we want to change. It is not a shame to talk about a Cabinet reshuffle because we seek the best" people, al-Maliki told Parliament.

    The new six candidates included one woman, Khiloud Sami, who has been proposed for the post of state minister for provincial affairs. Although the religious affiliation of the six were not announced, all had traditionally Shiite names.

    The six are Sabah Rasoul for Health ministry, Ali al-Bahadli for Agriculture, Amir Abdul-Jabbar for Transportation, Thamir Jafar al-Zubaidi for the Civil Society Ministry, and Zuhair Mohammed Ali Sharba for the Tourism and Antiquity ministry.

    NOTE:

    Al-Maliki was upset because there were not enough legislators to approve his choices on the spot, and was instead forced to delay the vote by three days.

    Maybe that's why no vote on HCL - a majority didn't show up to the session again...the other day there were less than 80 members present. Maliki said that will start taking and posting names of those not attending.
    Also, this may mean more votes this Sunday?

    I suppose anything is possible, but it is also possible that he is pathologically unable to change his mind, or change direction, or admit to some of the costliest mistakes in history. It's a general consensus that the war in Iraq has accelerated terrorism in the middle east to a very alarming degree, making the whole area an unstable tinder box. We'd better hope SOMEONE has a plan that actually works pretty soon, or the revaluation of the dinar is going to be the least of our worries.
