    However, Bush also indicated that he would support the inclusion of benchmarks in the bill--something members of both parties have pushed.
    "One message I have heard from people from both parties is that the idea of benchmarks makes sense. And I agree," Bush told reporters after meeting with the Joint Chiefs of Staff at the Pentagon. "It makes sense to have benchmarks as a part of our discussion on how to go forward."
    The president said his chief of staff, Joshua B. Bolten, would try to “find common ground on benchmarks” for the Iraqi government in his negotiations with lawmakers.
    Bush specifically mentioned the passage of Iraqi legislation to share oil revenues, the future division of power in Iraq, and the opening of some government jobs to former members of the Baath Party of Saddam Hussein as items requiring attention.
    Despite the President's rhetorical support of benchmarks, he insists the performance of the Iraq government not be tied to any punitive consequence for failure to achieve the stated goals.
    The Bush Administration, most notably through Dick Cheney's surprise trip to Iraq, is pressuring Maliki's government to move swiftly on a number of long-pending measures, including legislation to share Iraq's oil wealth, to hold provincial elections and to update the constitution.
    Under the current bill under discussion in the House, which Pelosi has scheduled for a vote late Thursday, Congress would vote again in July to release an additional $52.8 billion after Bush provides assessments of the war. Congress then could decide to use the second batch of money for more combat or to begin withdrawing troops.
    In the view of the Democrats, withholding some funds now could pressure the Iraqis to work harder to stabilize their country.

Unable to find a job, Seif resorted to making bombs for Sunni insurgents who are fighting US troops in Iraq. "We work about eight hours a day and are supervised by two men. They give us food and at the end of the day we get paid for our work. Sometimes we get US $7 and sometimes we get $10, depending on how many bombs we make,""If I had choice, I would have preferred to be in a classroom but we need to eat. In the beginning, they were very kind with us but later they started to threaten us, saying that if we leave our work they would kill our family," Abdul-Rafiz said. "The bombs are used to fight American soldiers. I was really afraid in the beginning but then my parents told me that it was for two good causes: the first is to help our family eat; and the second is to fight occupation forces," he added. Thousands of poor children in Iraq are forced to work to help their families. Many of them work in one way or another for a variety of armed groups that operate in the war-torncountry. Abdul-Rafiz said. According to NGO the Iraq Aid Association (IAA), reports from Anbar province and two mainly Sunni neighbourhoods of the capital show that children from poor families are helping insurgents make bombs. "They are in direct contact with dangerous chemicals which when wrongly handled can result in their death. "Someone should be able to help them. It's disastrous. Their rights aren't being recognised but the solution should be aimed at the roots of the problem," Mussawi said. Militia threat Shi'a militants are also reportedly using children to make bombs. "They [Shi'ite militants] came to our house asking for our two boys to work with them. We refused in the beginning but later we had to accept because they threatened to take away our two daughters if we disagreed," said Bari'ah Hassan, 42, a mother of five from the Sadr City neighbourhood. "They know we don't have money and my husband was killed months ago. I was forced to accept and each morning my children leave home to help them," she added. Bari'ah told IRIN that her children get US $3 per day of work. The job varies. Sometimes they clean guns; sometimes they carry explosives from one place to another while avoiding the police; and sometimes they cook for the militants, she said. "I was scared in the beginning but now with my two boys working with them I have at least US $5 a day to buy food and can feed my daughters. I know that it is dangerous but unfortunately it is what the US troops have brought to us," Bari'ah added.

    Baghdad, May 10, (VOI)- Demand for the Dollar was down in the Iraqi Central Bank’s daily auction on Thursday, reaching $60.475 million compared with $87.865 million on Tuesday as the auction did not convene on Wednesday.
    In its daily statement the bank said it had covered all bids, which included $17.055 million in cash and $43.420 million in foreign transfers, at an exchange rate of 1,263 dinars per dollar, one tick lower than Tuesday.
    Sixteen banks participated in Thursday's auction and offered to sell two million dollars. The Iraqi Central Bank bought the entire amount at 1,261 per Iraqi dinar.

Militia threat Shi'a militants are also reportedly using children to make bombs. "They [Shi'ite militants] came to our house asking for our two boys to work with them. We refused in the beginning but later we had to accept because they threatened to take away our two daughters if we disagreed," said Bari'ah Hassan, 42, a mother of five from the Sadr City neighbourhood. "They know we don't have money and my husband was killed months ago. I was forced to accept and each morning my children leave home to help them," she added. Bari'ah told IRIN that her children get US $3 per day of work. The job varies. Sometimes they clean guns; sometimes they carry explosives from one place to another while avoiding the police; and sometimes they cook for the militants, she said. "I was scared in the beginning but now with my two boys working with them I have at least US $5 a day to buy food and can feed my daughters. I know that it is dangerous but unfortunately it is what the US troops have brought to us," Bari'ah added.

    Remarkable.....Just open the country to investment and sign the oil law and these kids can be in school instead of making bombs. It's just hard for me to picture this. Prosperity will solve this so long as they time it with military resolve.

    Default Foreign Investment Law

    Hi, Can someone confirm that the F.I.L. has now been implemented and when the Iraqi Stock exchange will be open to foreign investers, I got the impression from an earlier posting that this could be next week or at the latest the beginning of June.
