Can someone please clarify this article? This is NOT the statement about the Cabinet passing the HCL, we have been seeing the last two weeks. This speaks of a SPECIAL meeting this past Monday.
My take is that OSW was spot on, when he said the HCL was passed long ago. It seems they are coming to terms with the two major amendments or addendums to the HCL, which is distribution of proceeds and contract award authority. Can't do this if the actual law was not already passed.
To me, this sounds like it's done and alot closer to implementation, then they have let on. Can someone comment on this? The news of late is maddening.
