I was also confused on the % sign at the end and thats why i posted it to see if anyone had some insight on it. here is the Arabic version maybe you know someone that can translate better, but i also got the same thing out of it at 1.28

من المسلمات و في اغلب بلدان العالم وخاصة النامية منها الدور الكبير للبنوك المركزية في ادارة العملية الاقتصادية بسبب هيمنت تلك البنود على مجمل التداولات النقدية لكون غالبية المصارف المتفرعة منها تتغذى و تمول عن طريقها

و تسترشد بتوجيهاتها بصورة مباشرة او غير مباشرة بخلاف الدول الصناعية و المتقدمة التي يكون للمصارف الخاصة و شركات الصيرفة العالمية الممولة برساميل ضخمة من الصناعات المتطورة كالطائرات و السيارات و الصناعات البتروكيمياوية و التي تساير عملياتها البورصات و البنوك العالمية المرموقة، عليه يكون لتلكم البنوك اليد الطولى في هذا المضمار مقارنة مع البنوك المركزية وبناء على ذلك باستطاعتنا التأكيد على مدى تاثير البنك المركزي العراقي على الخطط و البرامج في دولتنا الفدرالية و خاصة ( بعد استقلالها عن وزارة المالية لعام 2004 ) وبالتالي على سير العجلة الاقتصادية و تحديدا تاثيرها على السيولة النقدية والحد من ظاهرتي التضخم و الانكماش و اللتان توثران سلبا او ايجابا على القوى الشرائية لمجمل الشرائح الاجتماعية وعلى حركة الأسواق و الحالة المعاشية للمواطنين و خاصة اذا ما علمنا ان التقارير الرسمية تشير الى وجود فائض نقدي بحدود أربعين مليار دولار لعام 2005 و ضعف هذا المبلغ للسنة المالية 2006 .
من هنا ندرك دور البنك المركزي الهائل اذا ما خطط بامعان على ضوء برامج علمية حديثة لتسيير العملية الاقتصادية برمتها و خاصة الأسعار و تذبذباتها غير الطبيعية في السوق العراقية والتي لحد الان لم توضع الية علمية و عملية للحد منها او على الاقل ايقافها عند حدها للحيلولة دون تدهور الامور الى منزلقات و افرازات خطيرة كالكساد و الركود الاقتصادي .
عليه اقترح الاسترشاد بما يلي :-
1. تدخل الدولة عن طريق البنك المركزي لتعزيز القوة الشرائية للسيولة النقدية ( الوطنية ) مقارنة بالعمولات الاخرى وخاصة ( الدولار الامريكي عن طريق عرض كمية متوازنة وحسب قوانين العرض و الطلب للبيع لامتصاص اكبر كمية ممكنة من الدينار لتعزيز قيمة الكمية المتداولة في الاسواق مما يؤدي ذلك الى رفع القوة الشرائية للدينار مقارنة عما كانت عليه سابقا و كاول بادرة ايجابية اقدم عليها البنك المركزي فقد تعززت مكانة الدينار العراقي و حسنت من سعر صرفه من 1500 دينار للدولار الواحد الى حدود 1300 دينار خلال فترة قصيرة مما ادى ذلك الى زيادة الطلب في الاسواق المحلية على المتداول الوطني للعملة في التعاملات اليومية مما اثر مباشرة على ظاهرة التضخم و ارتفاع الاسعار عموما وكان له الاثر الايجابي على مدخولات المواطنين و خاصة ذوي الدخول الثابتة . ولتعزيز هذا الانجاز ندعو البنك المركزي الاستمرار على هذا النهج خطوة تلو الاخرى و بصورة متدرجة و اسناد ذلك بعملية الاكتتاب للأوراق المالية و عرضها بسعر فائدة مغرية تصل الى حدود 16 % كما هو حال البنوك الاهلية بدلا من 5 % المتعامل بها حاليا مما يؤدي ذلك الى تراجع ملحوظ في التضخم النقدي و البالغ 76 % للسنة المالية الحالية 2006 الى مستويات اقل بكثير.
2. بما ان الحركة السوقية بموجب الانشطة الاقتصادية تعتمد في عمليات البيع و الشراء على السيولتين النقديتين الدينار و الدولار جنبا الى جنب وحتى في الحلقات الدنيا من المعاملات الاقتصادية عليه نستطيع القول بانها سوف تؤدي حتما الى انخفاض القوة الشرائية للدولار و التي كانت سائدة سابقا ( في الأسواق الوطنية حصرا ) مقارنة بالدينار العراقي و سينعكس ذلك إيجابا على سير العمليات التجارية الخارجية للدولة والشركات التجارية الخاصة و خاصة اذا ما علمنا باننا نعتمد وبشكل اساس على المستوردات الأجنبية الصناعية و التجارية و الاستهلاكية وبنسبة تفوق 95 % وعند تعزيز القوة الشرائية للعملة الوطنية سوف لا نلجأ بين اونة و أخرى الى رفع الرواتب والأجور وغيرها مما له الكثير من الآثار السلبية على مجمل الأنشطة الاقتصادية .
3. الاستمرار في اتباع هذا النهج و بشكل مدروس يدفع المضاربين و تجار العملة في الداخل و الخارج لشراء العملة الوطنية اما من قبل الشركات و مصارف الصيرفة العالمية او للادخار و غيره مما يؤدي ذلك الى تعزيز دور الدينار العراقي واستعادة هيبته في التعاملات الدولية (كما حصل ذلك في دولة الكويت عام 1992) بعد انقشاع الغزو حيث ارتفع سعر صرف الدينار الكويتى من 700 دينار للدولار الواحد الى 3 دولارات للدينار الواحد الكويتي على الرغم من الدمار الهائل الذي احدثه الغزو .
نقول في ظل البنية التحتية و الثروات الطبيعية الهائلة التي يتمتع بها العراق سواء كان ذلك في باطن الارض كثالث احتياطي نفطي في العالم او على مستوى سطحها الزاخر بالأراضي الصالحة للزراعة و المياه المتوفرة والكثافة السكانية المتواضعة ديموغرافيا و الصناعة السياحية و فرص الاستثمار الجيدة و خاصة بعد اقرار قانوني الاستثمار الجديد في العراق الفدرالي و في اقليم كوردستان و كل هذه البرامج سوف تؤدي بعد فترة الى تعزيز العملة الوطنية و استعادة عافيتها ومن المؤمل و حسب التحليلات في المجلات و الصحف الاختصاصية العالمية و حسب استنتاجات المستشارين الاقتصاديين العالميين و مواقع الانترنيت المختصة وكنتيجة للظروف السياسية الجديدة و المستجدة التي تسود حاليا و الاستراتيجيات الحديثة المعدة لهذا الغرض عالميا كل هذه الاسباب مجتمعة سوف تؤدي بعد فترة قصيرة الى امكانية تقارب سعر صرف الدينار العراقي خلال الربع الاول من السنة 2007 الى حدود 1000 دينار للدولار الامريكي الواحد و بذلك نكون قد حققنا طفرة اقتصادية ستكون لها مردودات اجتماعية و سياسية وامنية ايجابية على مستوى الدولة الفدرالية.

It looks to me that they are talking about raising the value of the Dinar by 1000%. There is no mention of the dollar (that I noticed) although the last line is confusing. Let's hope.

Undersecretary for international trade at the US Commerce Department, Frank Lavin, and Emad Ahmed, KRG’s Minister for Reconstruction, opened the American Village project in Hawler, the capital of the Kurdistan Region, on Tuesday. The village, covering an area of 127 hectares, is due to be completed in two years. It will contain 398 fully equipped homes as well as amenities including schools, places of worship, recreational parks and all essential communal services. Sigma, an international company, has been awarded the project.

8. 195 dinar change since Oct 1st (baseline was 1477) 13.202% increase in value of the dinar since beginning of reval plan (Approximatly Oct 1st).

9. 3 point reduction in the rate so far this week. Was at 1285 at the end of last week, 1282 so far this week.

10. 10 point drop so far in the month of Feb. Ended at 1292 in Jan, now stands at 1282. In January we saw a 2.49% drop in the rate.

London Mayor Signs Oil Deal With Chavez

LONDON (Feb. 20) - London's socialist mayor signed an agreement Tuesday with Venezuela's state-owned oil company to provide discounted oil for the city's iconic red buses, praising the idea as the brainstorm of the country's leftist leader, Hugo Chavez.

Ken Livingstone - a committed socialist known locally as "Red Ken" - met with Chavez last year at City Hall to discuss the deal to provide cheap oil to London in exchange for advice on urban planning in Caracas, the Venezuelan capital.

Venezuela has signed similar agreements with cities in several other countries, including the United States. Critics call it "oil diplomacy" - and say it is designed to embarrass President Bush , whom Chavez has repeatedly mocked.

"This arose out of the suggestion of President Hugo Chavez, and builds on the work he is doing around the world to tackle the problem of poverty," Livingstone said.

The savings - which would cut fuel costs by 20 percent for the city and could amount to about $32 million - are to be directed toward cheaper bus travel for up to 250,000 Londoners living on income support. Those who qualify will get a half-price discount on bus fares.

Under the agreement, city officials in Caracas will receive recommendations from British experts for "the urban reorganization" of the capital, Venezuelan Foreign Minister Nicholas Maduro said in an interview broadcast on state-run television.

Conservatives on the London city council said in a statement that London shouldn't be doing business with "third-rate South American dictators with an appalling human rights and democratic record."

"Why does London, one of the richest capitals in the world, need to exploit a developing nation?" asked Richard Barnes, deputy leader of the London Assembly Conservatives. "This money would be better directed at the poor of Venezuela."

The U.S. government and Chavez's opponents at home accuse him of undermining Venezuela's democratic institutions since he was first elected in 1998. Chavez, who was widely re-elected to a six-year term in December, says he is trying to remake an unjust system that sidelined the poor majority.

Livingstone, an advocate of green policies, said Venezuela and London were merely exchanging commodities.

Venezuela is the world's eighth-largest oil exporter.

London spends about $195 million a year on fuel for its fleet of 8,000 buses. The savings from the new oil agreement with Venezuela are equivalent to slightly less than 1 percent of the total cost of providing London's bus services, the mayor's office said.

Interesting,

It appears Chavez is looking to recruit support worldwide as he has plastered TV ads every couple minutes all over U.S. television stations with this discounted oil plan to help the poor supposedly through CITGO. I wouldn't purchase CITGO if I was freezing to death, and in the NE, this is about what we have been doing. Blows my mind as to why Chavez is trying to drum up support after blasting Bush and U.S. at last U.N. meetings. Do what 7-11 has announced they were dumping CITGO, so don't use CITGO gas or oil as long as Chavez is behind them.

1300 x 1000% = $1.30

the one thing that ive have learned in regards to the iraqi its like a guessing game he asked for an oppion i gave it. is it wrong do i have to 100 percent correct or possible you might know for sure!!

No, it was just in the way you expressed yourself i thought you could read it so we knew for sure. If you would have said i think he means. But nevermind, lets find someone that can translate this correct so we wont have any more missunderstandings!
