    ok, the cabinet signed off on it then it went to parliament where they AIMED TO SIGN IT AND AGREE, of which we know they did agree they posted that after they got it. (see, parliament agrees on hcl post). the council they are talking about discussing it in after that is the presidential one i think. what that legal permission is im not sure of and if someone else would shed some light on that it would be great!

    now, 'discussed for two continuous sessions' and ready for offering and votes would indicate to me that theyve considered those the two readings from parliament which preceeds a vote. it looks as if a vote is all that would be necessary from the parliament. and from their wording i would say thats a formality.

    I wonder if the SBA is the hold up of Article VIII. Maybe because they are under an obligation of the loan that they (GOI) cannot yet accept but once the SBA expires they can.

    but since it is just the obligation of the loan if they give that money back intact i would think it then would become a mute point.

    The second encouraging sign is the Iraqi Cabinet's proposed oil accord.

    The selling point is that the central government would distribute energy revenues to Shiites, Kurds and Sunnis alike. If Iraq's Parliament passes this law, which it should, the arrangement would satisfy the Sunnis, who've feared losing out on oil flow.

    Passage would send a powerful political signal, too: Successfully distributing revenues would show that Iraq could perhaps govern itself.

    The deal also stands out because foreigners could help develop Iraq's vast reserves. The ExxonMobils of the world would need greater stability and a trusted legal system. But their inclusion shows that Iraqis realize their prosperity rests on linking themselves to the world economy.
