I was wondering about these "flights" to these banks. Surely there aren't airports or runways near all these banks. So they can't be using airplanes. Helicopters maybe? U.S. military conducting these ops? I'm just wondering about the logistics of it all.

Rice calls for international support for the five-year plan to develop the Iraqi economy

Sharm el-Sheikh (Egypt) (AFP) - The American Secretary of State Condoleezza Rice today, Thursday, to provide international support for the five-year plan aimed at helping the Iraqi economy.
Rice said "at a time when the Iraqi government to improve the lives of all Iraqis will need to support an active and ongoing neighbors in the region and the international community."
Rice was speaking during the opening of the conference in Sharm el-Sheikh, Egypt to launch an international covenant for Iraq.
The plan is supposed to allow the rebuilding of Iraq and the development of its economy and its integration with the regional and international economies.
Rice added that "the conference is a historic event, but we all know it is the beginning of a process and not an end in itself."
It went on : "This process will be enhanced with the commitment of additional organizations and the support of Iraq and therefore we must work to expand international participation in the present Covenant."
She said, "We have all said that the presence of our stable Iraq. The time has come today to support each State this goal with new movements and senior officials from more than 50 countries and in the conference which will last for two days and aims to find ways to extricate Iraq from the spiral of violence and rehabilitate the economy.

Sharm el-Sheikh (Egypt) (AFP) - The Secretary General of the United Nations Ban Ki Mun Thursday that the States participating in the Iraq pledged to reduce Iraq's debt worth 30 billion dollars.

This initiative, launched by the United Nations, the World Bank and Iraq, aimed at creating a framework that allows the reconstruction of Iraq and the development of its economy and its integration with regional and international economies and improve governance.

I returned home to Upton last month from a five-day business trip to Kurdish northern Iraq. Having seen it myself, I have good news for the people of Massachusetts. Despite the vacillation, hopes and best efforts of our national Democratic politicians, we have won the war in the north.
The first indication that all security in Iraq is not the chaos that Americans have been told is that there are commercial flights.
I flew Austrian Airlines from Vienna into Erbil. No airline would risk a multi-million dollar aircraft, crew and passengers if it were not relatively sure of security.
My flight was loaded with women and children, apparently visiting grandparents and family. Since no parent would needlessly endanger his or her child and since these parents have access to local knowledge about the situation on the ground, they obviously see no significant risk in visiting northern Iraq.
Soon after landing, I learned that a memorial, commemorating the sacrifices made by the Coalition Forces in freeing Iraq, is being planned. Given what we have heard from our national press, that there was no coalition and that we are universally hated, especially in Iraq, how could this be true?
The Kurdish economy is flourishing. Construction is everywhere in Erbil, with more construction equipment than I have ever seen. They are building a new international airport, governmental buildings, private villas and thousands of apartments. Executives of a private American company that is just finishing 1,000 apartments said that they move freely around Erbil with no security.
Anticipating the question of cynics, I report that, no, the name of that company is not Haliburton. We helped a German restaurant mark the first anniversary of its opening. The marketplaces, which I walked, were crowded with people and goods. Many shops were selling expensive items like gold jewelry. Schools are open and functioning and Kurdistan University is expanding. As a leading indicator, the Western hotels are full of business people.
The Kurdish business people I met, including those associated with the ruling Barzani family, are openly pro-American and pro-American business. At times, these executives wore lapel pins having crossed Kurdistani and American flags. English is relatively common, as many of the top Kurdish business people worked in the English-speaking business world during what they call their diaspora.
During our meetings with the minister of communications and his technical staff, we were told that the Kurdish Regional Government has just enhanced the laws to encourage foreign investment; we were given the distinct impression that American investment is preferred.
Far from wanting American troops to leave, I was told that the Kurds want us to establish a permanent base in their territory.
I cannot imagine why any American president, remembering his oath to protect our country, would not want a permanent airbase in the middle of the Middle East, especially with Iran issuing threats from right next door.
Those who review the history of the Kurds will not be surprised that they see our presence as liberating. These people revolted against Saddam Hussein and were punished with chemical weapons and with the leveling of hundreds of their villages. In one occurrence, the Barzani tribal group had 8,000 men vanish into Saddam’s mass graves. And, these are just the more recent atrocities to which they have been subjected.
Private organizations and groups are arriving to help. I met a doctor who is a member of a group training nurses to better assist in providing care and in keeping patient records. I heard that the Pennsylvania Amish, from the area in which the schoolchildren murders took place, were there promoting forgiveness. This seems to be an important need if this region is to move beyond its past.
On the negative side, there are thousands of armed guards throughout the Kurdish area and we did once hear five shots. Given the culture, these shots could have been celebratory. I did not go to investigate!
There are also non-military challenges. The agricultural sector of the economy has been destroyed. Saddam, the United Nations and the United States have given food to the citizens for so long that they do not know how to produce it. This is particularly sad, since this area is said to have once been the breadbasket of the Middle East.
No doubt, much remains to be done. That said, the bottom line is this: Rather than agreeing with Sen. Harry Reid and U.S. Rep. James P. McGovern that the war is lost, all the signs are that — at least in the Kurdish north — it is won.
That does not mean that we cannot, through political idiocy, throw victory away. Nor does it mean that there will be no bad days or that we cannot lose the peace.
But, if we stick to our commitments to these people, people who have historically suffered much, we will have friends who live in the middle of the Middle East. And, we should expect that Kurdish success will positively impact the region, creating a nightmare for those who view us as enemies.
Most important, these friends remember who helped them. They already have demonstrated that as they plan a memorial.
They do not intend to forget the sacrifices our troops made to give them this chance. And, neither should we.

SHARM EL-SHEIK, Egypt - Ambassadors from Iran and the United States met Friday on the sidelines of an Iraq summit, Iraq's foreign minister said.
He said the meeting did not include Secretary of State Condoleezza Rice or Iranian Foreign Minister Manouchehr Mottaki. It was the second such meeting, at a lower than foreign minister level, since March 10.
Hoshyar Zebari said that "there was a meeting on experts level today. I don't know what happened during this meeting but I believe it was positive and indications are positive." He then clarified that he meant "ambassadors," instead of experts.
Washington has accused Iran of fomenting violence in Iraq. Tehran rejects the charge.
While Rice and Mottaki exchanged greetings during lunch on Thursday, they did not have further contact at dinner. A U.S. official said Mottaki had abruptly left a dinner where he was to sit opposite Rice, complaining that a red dress worn by a violinist was too revealing.
State Department spokesman Sean McCormack said Mottaki left the conference dinner site just as Rice was arriving.
“She did not see the Iranian foreign minister,” he said.
News of the U.S.-Iranian meeting came at a conference of Iraq's six neighboring states in the Red Sea resort of Sharm el-Sheik that also brought together the five permanent members of the U.N. Security Council, the European Union and the Group of Eight leading industrialized countries.
Little dialogue since 1979
Serious talks between Rice and Mottaki would be the highest-level substantive U.S.-Iran contact since a 1979 revolution turned Iran from a close U.S. ally into the arch-foe Islamic Republic. Over the years Iran has been less enthusiastic than the United States about dialogue.
Rice’s brief encounter with Mottaki and talks with Syria’s foreign minister on Thursday marked a shift in President Bush’s once resolute opposition to high-level contacts with Iran and Syria as he seeks ways to end the Iraq conflict.
Baghdad’s interest in seeing a Rice-Mottaki meeting is clear as it is widely acknowledged that Shiite Muslim Iran is an influential force on Iraq, both as a neighbor and because of its links with elements in the Shiite-led Iraqi government.
The U.S. ambassador to Iraq, Ryan Crocker, did not rule out a meeting between Rice and Mottaki, saying his government would see “what options present themselves.”
“The point from our side is not to have meetings with the Iranians. It is what can we do in Iraq and what can we do in the region to create better circumstances and a better future for the Iraqis,” he told reporters.
U.S.-led forces invaded Iraq in March 2003 to topple Saddam, but U.S. troops — now numbering more than 150,000 — have since failed to stop the violence.
Earlier Friday, urged its neighbors day to stop militants sneaking into Iraq and is expected to ask the Arab League to hold a conference on national reconciliation.
“We will not allow terrorist organizations to use Iraqi territory as a safe haven,” Iraqi Prime Minister Nouri al-Maliki told an opening session of the one-day conference.

Arab League Secretary-General Amr Moussa said a draft final communique from the conference was expected to call on the Arab League to convene a national reconciliation conference for Iraq.
“We are ready for this. We are ready to host Iraqi national reconciliation,” he said. “Now is not the time to exchange accusations but is the time to work together.”
Moussa gave no time frame as to when such a meeting could take place, nor did he say where it would be held. The 22-member Arab League is based in Cairo.
Baghdad is dependent on U.S. military support in its drive to halt a slide into all-out civil war by stamping out sectarian violence and defeating insurgents who draw support from the Sunni Arab minority once-dominant under Saddam Hussein.
I find his offense at a red dress no matter how low-cut it may have been to be completely laughable given what Iran does and wants.
That is a reasonable question. If they were moving the site to a new server and wanted to test the functionality of the system, all that was needed then was to clear the rate blank and then input the actual rate again.

Sharm el-Sheikh (Egypt) (Reuters) - Iraq urged neighboring countries on Friday to stop the infiltration of militants into Iraq and is expected to request in the talks being held in Egypt on ending the bloodshed from the Arab League held a conference on national reconciliation.
