I don't have any idea about this but I think that it should be within 100 if you are facing high competition, if you build more than 100 links per day then it is too fast and it is not good in the eyes of search engines as well.

I probably would have put a link to one resource per day, only with good PR.
I think the best result would be 10-50 links from PR 2-5, than 100-1000 -... with shitty PR.
hmmm... couple questions. You have to have permission to post a link to someone's site...Is that not true. I heard of a program to take care of backlinks and I will try it soon. I will let everyone know how it goes if it is working. Link exchanging is a good idea right? That is not the same as backlinking right...or are they the same thing. I am new to SEO and would appreciate input.

It depends on the domain age and the other backlinks. you can use different email address for high success rate.
Google will check first to make sure those backlinks aren't spammy. Here's the point: If you bought 1000 spammy backlinks in one day, you'd probably get penalized by Google. If you generated 1000 quality backlinks naturally in one day, you wouldn't get penalized.
