It's not really a set amount of keywords, and the more keywords and niches you can reach with your SEO the better. I've seen websites that have hundreds of keywords with backlinks, etc, I'd say the more the merrier! :)

First thing to create a website with a great keyword tool. Free keyword tools wont show you how to get to the top of google's search engine. Paid ones do.
In my opinion less than 10 is very less... You need to have more but not keywords that run away from your content. It's good to add keywords on your articles too.
Use as many keywords as you can since there are no restrictions of minimum and maximum keywords you can use. Use the keyword to write content on your site, articles to submit to directories and even when guest blogging.
After penguin update, we need to target multiple keywords so we should target around 5 to 8 keywords for better result, I would say.

You can use up to 3-4 keywords but your content must be informative rather then focusing only on your keywords which makes no sense. The number of keywords you use in your website will depend on the content you have used in your webpage.
