The Urban Legend is that such financial announcements are scheduled for the end of the business week as not to have an instant effect on local/international markets or a better example is that companies report their earnings after the market closes as to not effect the price of the stock..
This was true with the announcement from Kuwait...(see quote from below...)
Gulf currencies were unchanged after Kuwait's move because global foreign exchange markets were closed on Sunday, one Dubai-based trader said.
Foreign dealers accounted for around 75 percent of market activity, the trader said.
