This is very strange! For the first time ever, on CBI Note Auction D16, for 200 Billion IQD of 182 Day Notes did NOT sell out. 200 Billion Notes paying 21.5% Interest, only 18 Billion were sold!!! Does this mean the Banks are out of IQD? Or, does it mean Banks are holding back their IQD for a large RV. Maybe WmKnowles has a comment on this??
