A nations total wealth is not always reflected in their currency exchange rate. If it were then Saudi Arabia would have the highest rate in the region. The rate has multiple variables and maybe these two tables will show why I believe Iraqs eventual target rate is lined up towards Saudi Arabia, Qatar, and UAE. This combined with all the other tables leads me to believe this was the information Shabibi, Tant, etc used in setting up the original IQD value and denominations:
