No, Stormpay does not allow lotto's and lotteries, it is stated in their terms and conditions.

As most of us in US already know, we have been blocked from using credit cards for years for any gambling or casinos, but this may change soon. As those in Europe know, Visa and Mastercard are accepted at gambling sites, so a suit for descrimination was started against Visa and Mastercard, so it looks like they will prevail for it is obviously illegal to block some, and not others. Little do most know the US feds are the ones who put the pressure on credit card companies to begin with to keep US dollars in country. Freedom, yeh, right?
