pips inc is register in panama so yes the bank is going to clear picps inc.

Its picpay that is going to have the problems. This will mostly likly drag out for 6 months.

Maybe it will take six months to sort out Picpay, who knows?
If in the meantime an alternate payment system is put into effect requiring new withdrawals to be submitted and they were processed in a reasonable amount of time, I could live with that, in fact I would be ecstatic!
