Former Presidents fly commercial aircraft most of the time when they fly.
When a former President is doing business for the US, as when one of them attends a funeral on behalf of the President, their travel is paid by the US, usually on a commercial aircraft, occasionally (when several of them are going together) on a government aircraft.
Former Presidents and their spouses are entitled to Secret Service protection. The Secret Service pays for tickets on flights when an agent is protecting a former POTUS or FLOTUS.
