Iraqi Government : Progress in the issue of joint oil fields with Kuwait

The Iraqi government ended its mandate, Saturday, they made common fields in a file with Kuwait.

Iraqi Finance : U.S. withdrawal will affect foreign businesses to invest in the country

Gulf Keystone Starts Drilling at Shaikan-3

Gulf Keystone (LSE: GKP), the Kurdistan-focused oil explorer widely rumoured to be a takeover target, has announced the commencement of drilling operations on its Shaikan-3 appraisal well, effective September 2, 2010.

This is a shallow appraisal well, very close to the Shaikan-1 well, the site of last year’s discovery of the giant Shaikan oil field. The Company has a 75 percent working interest in the Block.

The Shaikan-3 well will be drilled to 1,100 meters (depending on well results) and is designed to evaluate and test the Cretaceous age intervals for producible oil volumes. Much of the Cretaceous interval in Shaikan-1 could not be completely logged, tested or evaluated due to lost circulation and other drilling difficulties. A large percentage of the interval is saturated with various hydrocarbons such as tar and heavy oil.

The purpose of the Shaikan-3 well is to further evaluate these hydrocarbon volumes and determine if they are capable of commercial production. The total pore volume of the Cretaceous age interval is very large and, if the drilling and testing are successful, the presence of readily producible hydrocarbons could add significantly to the 1.9 (P90) to 7.4 (P10) billion barrels of oil in place already discovered in the deeper Jurassic and Triassic formations. Drilling and testing is expected to take two months.

Kurdistan Gas Dispute – German Govt Staying Clear

The German government has refused to be drawn into the row over RWE’s new gas agreement with the Kustdistan Regional Government.

The Iraqi oil ministry has said the agreement is illegal because the country’s oil and gas are federal resources to be administered centrally.

Asked about the dispute, a spokesman for the German economy ministry said: “RWE is a consortium member of the Nabucco project, which is of central importance for the diversification of European gas supply. RWE is responsible for its own business decisions.”

Germany and RWE hope the project can go forward but are reportedly taking a cautious line.

“It is not up to the German government to judge the legality of the aforementioned contract,” Stefan Bredohl told a regular government news conference in Berlin.

In a statement, RWE said, “we are very much aware that we have to speak with all relevant authorities in Iraq, and are taking steps now to prepare for the dialogue with the government in Baghdad”.

Baghdad Ups Stakes in Kurdistan Gas Row

Baghdad has increased the stakes in the row that has flared up over the new German/Kurdish gas contract.

Last week we reported on the dispute relating to KRG’s agreement with German energy giant RWE.

Now AKnews reports that the Iraqi oil ministry said last week that it will cut Kurdistan’s fuel share in half as a punitive measure.

A senior energy official in Kurdistan says the Iraqi government has not yet enforced that decision, and there are no shortages in the region. There are reports that fuel prices have risen.

Speaking to AKnews, Nouraddin Hamid, Erbil’s general director of fuel distribution said gas keeps coming to Kurdistan from refineries under Iraqi government’s control without any problems.

“If the decision is put into practice, the KRG will identify a plan to prevent fuel crisis,” Hamid said.

“We believe that a fuel crisis is unlikely to emerge in the Kurdistan Region because the KRG is doing its best to prevent it,” he added.

Kurdistan mostly depends on refineries run by the Iraqi government for its fuel, most notably Beji [Baiji] oil refinery in northern Iraq.

Last month, Kurdistan’s energy and natural resources minister said a large refinery near Erbil will be opened soon. The new refinery is expected to provide a large part of Kurdistan’s fuel needs.

Meanwhile the German government has refused to get involved in the dispute.

Petronas : the introduction of 60 engineers from the city of Nasiriyah in a training program in Malaysia continue for more than a year

150 firms in Basra Construction International Fair

More than 150 local and foreign firms will participate in the Basra Construction International Fair that will take place by the end of this month.

“Most of the participating firms are either foreign or Arab,” a local source told Aswat al-Iraq news agency on Monday.

He explained that the fair will start on Sept. 24 and end on the 27th, 2010.

“There will be another fair devoted for the oil sector by the end of this year,” he added.
