So what's everyone's thoughts?
Since the article was listed in an official newspaper, does this mean it was implemented? Man I sure hope so, but I'm truely ready to get off this ride because it's making me sick.

So, yes, I think the Investment Law IS OFFICIAL ( by presidential decree or something like that), it has been made public / people have been informed by official press release, however, it will go in effect in 15 days...
Looks like more and more the professor was right!!!!!
Mandatory waiting period?
If the President can ratify a law, does that mean the law will go into effect in 15 days? So even if they initiated the FIL its actual implementation won't be until around the 14th or 15th of December. Am I right in assuming this?
