American officials held secret meetings with representatives of the Islamic Army in Iraq last week after acknowledging that the Baghdad security plan being implemented for two months has failed to achieve its objectives. Sanday British Times newspaper which quoted reports in its edition issued today said, "The Iraqi source close to a climate of the negotiations the hard work that the meetings lasted for at least two days in the Jordanian capital Amman.
