The Security Council has not recovered from the shackles of Chapter VII but advised him good behavior and adoption of the nuclear periodic inspection

The UN Security Council unanimously adopted a resolution did not lift restrictions imposed on Iraq under Chapter VII Iraq but welcomed the positive response and signing of the protocols to prevent the production of prohibited weapons and advised him to accept periodic inspections

Statement did not refer the Council to the position of Iraq's request to take it out of Chapter VII sanctions and restore independence and raise the international trusteeship on it. But beyond the statement that focused on Iraq is required to work for the ratification of conventions is obliged not to renew the production of nuclear weapons, chemical, and this means that Iraq's decision to get him out of the seventh item will be delayed.

He urged the UN Security Council on Iraq the first to ratify the agreement requires the approval of the International Atomic Energy Agency of the United Nations to conduct snap inspections.

The council said in a statement that he could consider lifting the restrictions imposed on the Iraqi civilian nuclear activities, after Iraq's invasion of Kuwait in 1990 if ratified by Iraq on the document known as the Additional Protocol to the International Atomic Energy Agency among other steps.

Baghdad has already signed the Additional Protocol to the IAEA and submitted to parliament for final approval and agreed to implement it temporarily until the entry into force and has also pledged not to develop nuclear weapons or chemical or biological weapons again

Diplomats said that if trade sanctions are lifted, Iraq will be able to re-purchase materials and nuclear technology in addition to the chemical dual-use items such as certain pesticides needed for agriculture.

These restrictions were imposed to stop the programs of weapons of mass destruction allegedly held by Saddam Hussein.

He also called for the declaration and approved by all the countries of the Security Council and the 15-nation International Atomic Energy Agency and the Vienna-based steps to inform the Council of Iraq's implementation of the Protocol.

Iraq has said - one of the major oil producers - that he wants to establish a civilian nuclear program to generate electricity.

He grew up the inspection regime aimed at the sudden disclosure of clandestine nuclear activities after the IAEA discovered in 1991 and a secret nuclear program in Iraq.

The United States has not ratified this Protocol, except last year after 11 years of its signing.

Before the US-led invasion of Iraq in 2003 claimed the United States and Britain that Iraq had resumed its weapons of mass destruction, but United Nations weapons inspectors who returned to Iraq in late 2002 and remained there for several months did not find evidence to support the charges.

And now knows that the American accusations which has relied on British intelligence was wrong and false

The Security Council welcomed the announcement also Iraq's accession to the Treaty against the use of chemical weapons, weapons of accused Iraqi President Saddam Hussein to use during its war with Iran and against Kurds in northern Iraq.

He also praised the Security Council announced plans for Baghdad to sign a treaty against the spread of ballistic missiles, and the adoption of a treaty banning nuclear testing.

The statement did not request from Iraq for a long time him out of Chapter VII and that the Board cancels other resolutions back to the early nineties, including the resolution required Iraq to pay war reparations to Kuwait. It seems that the Council (decided to ignore) and did not take a clear decision by taking out Iraq from Chapter VII and be content with the recommendations and proving a certificate of good behavior!
