Danny, at the UN press conference on the ICI last month it was stated that they were not going to wait for everything to be perfect before they moved. Based on that statement, I would respectfully disagree with you. While security is paramount for success in Iraq, I do not believe is so much for an RV.

I think there are two ways to look at this. As Danny says security is a must. But achieving security can be done with both force and taking away the reason for the discontent. An rv, in my opinion will help security. In making things better the insurgents will have an increasingly hard time recruiting malcontents to do the violence. But this argument has been going on for decades.

Ivanhoe Energy, Inc., has signed a partnership deal with Japan's Inpex Corp. to develop an oilfield in Iraq that Ivanhoe believes is suitable for its heavy-oil upgrading technology.
Ivanhoe Energy CEO Joe Gasca said that he hopes the deal will be the first of many international deals based on the upgrading technology. "We're happy that they see in our technology the opportunity to add value - not only to this project but to other projects around the world," Gasca said.
"The agreement...is limited to the specific opportunity in Iraq, but they've clearly stated that they see the value of the technology and we're pleased by that."
Ivanhoe Energy signed a memorandum of understanding with the Iraqi Ministry of Oil in 2004 to evaluate a specific, large heavy-oil field and its commercial development potential using Ivanhoe's technology.
Since then, the company has performed a detailed analysis on the upgrading technology to develop the field.
Ivanhoe Energy expects to receive about $9 million from Inpex within 30 days. The agreement also gives Inpex a significant interest in the venture, with Ivanhoe keeping a majority stake plus technology fees if the project goes ahead.
Inpex Chairman Kunihiko Matsuo said his company is "interested in supporting the development of Ivanhoe Energy's HTL technology, which is expected to have the potential to improve the economics of heavy-oil production the world over."

Iraq to upgrade oil fleet – ministry

Iraq's oil ministry is poised to upgrade its fleet of tankers through deals with foreign companies, with the aim of improving its performance, the ministry's official spokesman said on Saturday.
"The agreements provide that these foreign companies have to have a modern fleet of oil tankers to be at the disposal of the Iraqi Oil Tankers Company," Aasem Jihad told the independent news agency Voices of Iraq (VOI).
Jihad also referred to another partnership option between Iraqi and foreign companies in this respect, declining to reveal the number of foreign companies involved in the contracts or the number of tankers.
"A new joint corporation will be set up and the tankers will be given to Iraq in return for giving the corporation a portion of the transported oil," he said.
Jihad added that the possession of the tankers will be transferred to the Iraqi company after a period of time.
"This way Iraq will manage to obtain modern oil tankers without having to pay their prices, not to mention the experience Iraqi technicians will gain in this sphere," he noted.
Iraq owns an old fleet of tankers that do not meet international standards. Iraqi tankers are currently of one deck, while international agreements hold that tankers must be of two decks to avoid oil leakage in territorial and international waters.

Huge oil reserves in Kurdistan, western area

Source at Oil Ministry revealed finding huge oil reserves in western areas and Kurdistan, and these reserves estimated about 100 billion barrels in west of Iraq and 45 billion barrels in Kurdistan, so Iraq's reserves rise to 250 billion barrels to be 2nd state in the world of oil reserves.
This information agree with study of the international consultant corporation IHS which forecasted that these findings would attract biggest international companies if security efforts succeeded.

The Million Dollar or 1 Million Dinar (same thing...right?) Question is:
If Maliki or Shabbibi are not at the conference then where will they be...vacationing?
I think that this is a story we need to read into - as it might directly tie into the RV - as we are talking about both the PM and the head of the CBI...
The cover story does not ring right...if they are going to be out and about to build world support for the conference wouldn't it really have been smarter to have gone....given the crowd and number of countries going???
This give rise to two different lines of thought:
A. They are critically needed elsewhere...but, why and for what????
B. Maliki is the head of state and this meeting might be proceived to be below his prestige but, the head of the CBI is a different story...as this is a conference for signing economic pacts/deals it would be very proper for him to be there with Secretary of State Rice....Or are we missing something????
C. Or we must then question if for some reason Condi Rice didn't ask them to attend if we can not answer the above questions??!
The critical question to ask is who is actually leading the Iraqi Deligation and who all is going to be there...Will the Finance Minister lead the Iraqi Deligation..?
