Hkp, to answer your second question, no, do not send Dinars FIRST - You must have an account to put them in before you can send them. As for how to open the account, here's what you do (in a nutshell):
1. Scan in your driver's license (the front should be sufficient), and save it to your hard drive as a .jpg image. You can use MS-Paint to achieve this. If you don't have a scanner, try a place like Kinko's (or any copy/print center, really), and have them scan for you.
2. Open up a new Word Document, and copy word-for-word what you see below - Only, use your own information, of course.

I, (Your Name), authorize Al-Warka Investment Bank to draw from my Dollar account (current or saving) in the above Bank and exchange the Dollar into Iraqi Dinar according to price fixed by the Central Bank of Iraq at that day, and then deposit it in my Iraqi Dinar account at the said bank.

2a. Print this document out, sign it, and then scan it in, following the same directions in step 1.
3. Open your favorite email program, and email Mrs. Al-Azawi at
[email protected], with the exact verbiage as I have done below in the body of the email:
Dear Mrs. Farah Al-Azawi,
Please open a USD/IQD Savings Account with Warka Bank on my behalf. Attached are my Driver's License and Authorization Letter.
Thank You,
(Your Name)
And attach the .jpg files of your Driver's License, and your Authorization Letter, send it off, and then wait for a response.
At this point, you should receive confirmation within a day or two. Once done, you can fund your account using either a Wire Transfer, or Sending physical dinar to Warka.
